Deregulation in the highest gear. Here's what has been done so far

We check the initiative managed by Rafał Brzoska so far has passed 488 postulates to the government; 350 has already been accepted and 208 directed for implementation – representatives of the initiative informed on Monday. 13 deregulatory laws have already been signed by the president.

We check – the entrepreneur's initiative for Poland summarized the previous deregulation activities. 13,000 ideas proposed by citizens were divided into 33 categories. Most ideas – 18 percent – concerned taxes. Public administration came second – 10 percent. ideas, and on the third health – 7 percent

Within 100 days, the group of experts appointed by the initiative was developed by 1183 so -called Forms, of which 584 were discussed by the control committee drivers. From this pool, 500 proposals were published on the project website, enabling citizens to comment and vote. The number of votes cast reached almost 700,000, and comments nearly a thousand.

“The number of proposals submitted to the government's side significantly exceeded the originally assumed goal of 300 postulates. Proposals submitted by experts and accepted by the Control Committee were so much that the Government Deregulation Team (RZD) agreed to consider them in two stages” – the announcement was indicated.

In the first stage of work, the government team adopted and considered 350 postulates, the next 138 proposals were provided by the initiative in mid -June 2025. As indicated, they are to be discussed and considered by RZD in autumn this year. In total, expert teams gave the government 488 postulates, exceeding the original assumptions by almost 40 percent.

From the deregulatory proposals given in the first stage, all of which 208 were transferred to be implemented, 46 were suspended and 77 rejected by the government. Until now, 13 proposals have been implemented in the form of laws that were adopted by the parliament and signed by the President of the Republic of Poland.

The head of the initiative Rafał Brzoska also reported a postulate that every new legal act would eliminate two other – the oldest, not binding, incompatible to the present time. As he pointed out, thanks to this, the improvement in the law would be continuous.

This aspect should sound in every interview, summary and report, which arise after the first hundred days of our work. This change needed in our country – which we call briefly as a deregulation – it was a great collective duty. Thanks to the work and involvement of several hundred people working, it has now become a great collective. A success ” – emphasized Rafał Brzoska.

He noted that experts involved in her activities were about meeting the expectations of citizens, not politicians, trade unions or corporations.

“The expectations of citizens were in my opinion strictly defined. They were primarily the right to expect that the deregulation would not become another weapon in the Polish -Polish war. And this succeeded. From the beginning – through dozens of meetings, conversations, interviews – we emphasized and reminded the good ideas of each of the political forces. In this way – determined – we took out the deregulation from the current political dispute. Of the few areas in which at a daily basis politicians looked in one direction – in the future ” – added Brzoska.

According to the IBRIS research cited by the initiative, nearly 63 percent. Poles are aware of what the deregulation process is. Almost 75 percent estimated that deregulation would improve the situation of small and medium -sized enterprises. In turn, 62 percent respondents indicated that deregulation would have a positive impact on the situation of ordinary citizens.

Initiative representatives reminded that the government deregulation team was appointed pursuant to a resolution of the Council of Ministers of March 5, 2025. In addition to the chairman, the team was included in key members of the government: the Minister of Finance, the Minister of Development and Technology and the president of the Government Legislation Center.

175 deregulation demands have been found to the legislative path, of which 13 of which were adopted and signed by the president. They concern: clear rules for settling tax on the so -called transferred income, uniform principles of interpretation of real estate tax regulations, access to research results in the MOBKATI application, lifting the limit of compensation for civil law procedures, annual instead of a monthly limit of revenues obtained from non -registered activities.

The Act on the release of the SME spokesperson from the costs of administrative proceedings, a faster procedure for obtaining consent to remove the tree from the property, digitization of court proceedings, digitization of banking archives, facilitations in the scope of correction of declarations without imposing penalties on a taxpayer, depositary's obligations, issuing depositary decisions, issuing location decisions, and location decisions. Among the laws signed by the President implementing deregulation demands is also the Cryptoact Act.

The initiative We also check indicated the most important postulates: incl. The presumption of the taxpayer's innocence in tax settlements, not paying interest for late payment in the event of exceeding 6 months of the audit, introduction of tax settlements in the citizen – tax office, electronic PITs from employers, simplification of enforcement of receivables – faster debt recovery by small companies, 1 percent. CIT for public benefit organizations, Vacatio Legis regarding tax changes, introducing the principle of repealing two existing provisions in the event of introducing a new one, the possibility of changing the local jurisdiction of the court in civil proceedings, decrimination and rationalization of penalties in business transactions, digitization of court proceedings.

The initiative also postulates that the provisions introducing the EU regulation AI ACT ensure the maximum competitiveness of Polish companies, and the period was extended to adapt to EU requirements for companies operating in the cryptocurrency industry.

Rafał Brzoski's team also considered to be the necessary increase in the PV power limit for their own needs to 500 kW, raising the threshold of license requirement to 50 MW, facilitating combining different energy sources in one connection, limiting formalities for Internet operators, liquidation of the so -called dead contracts for connecting powers.
