He was nicknamed “the road from hell”, but after 23 years of works and agglomeration, one of the most expensive and complex projects to modernize the roads in the United Kingdom is finally completed.

A few days ago, on the A465 road “Heads of the Valleys” in the south of Wales, the last cone was removed and the last traffic restriction: the last portion between Dowlais Top and Hirwaun was opened, after a modernization process that was born since the time was Margaret Thatcher.

The modernization of a 45 -kilometer national road to the standard of “almost highway” is meant to bring prosperity to one of the most disadvantaged areas of the United Kingdom and to reduce the travel times between the western Wales and Midlands. Welsh ministers said that the modernization will stimulate the region, but the opponents criticized the duration of the works and the “exorbitant” price.

The works on the modernization of the road A465 Heads of the Valleys (trad. The heads of the valleys), which connects the city of Swansea to the Monmouthshire region have started since 2002 when Premier was Tony Blair, but the plan to modernize the road to work more as a highway has been put on the table since 1990 during the cabinet led by Margaret Thatcher.

The road, which already had two lanes on the direction, had frequent blockages, traffic jams and accidents in several black dots. The A465 road crosses a mining area in the south of Wales and a national natural park, snaking through the hills.

Nearly 70 structures – including over 40 new bridges and 12 new intersections – were built as part of modernization.

The modernization of the road has been divided into six sections, gradually executed in time depending on the risk of drivers. An element of complexity was exactly this: the works to be performed below the level of current traffic, so that the circulation is not blocked on this artery.

“The most important thing the Welsh Government has done”

The Welsh Ministers, who took over the construction of the project after the decentralization of 1999, insisted that the modernization of the road will help the communities “left behind after the mines” in the 1980s and in the early 1990s.

“Over 50 years, experts will look back and say that the most important thing the Welsh government has done to improve the prospects of communities in the Heads of the Valleys region was to build this road,” said the Minister of Wales, Ken Skates.

Dispute on the huge cost of the project

The final stages cost 590 million pounds for the physical construction of the road, but due to the way the project is financed, it will cost 1.4 billion pounds – and the Welsh government has not yet paid any money.

The final section between Dowlais Top in Merthyr Tydfil and Hirwaun in Rhondda Cynon Taf is funded through a system called mutual investment model (MIM) – which is as if you get a car by leasing, writes BBC.

Instead of paying an amount at once, the Welsh government will pay over 40 million pounds a year for 30 years, in exchange for a 16.5 km road portion to be maintained by a private company until it returns to public property in 2055.

Plaid Cymru, a political party in Wales who advocate for the independence of this province, qualified this financing as a “waste of public money” and said that private companies will “obtain” a “substantial profit amount”.

Welsh conservatives said that the cost and delays “represent the epitome of the 25 years of labişti failures in Wales” and added that the final cost “Gargantuan” would have covered almost the entire Abandoned bypass road around Newport – where daily traffic is four times higher.

The Welsh government said that, without lending money in the way he did, he would not have been able to complete the final section, reports the BBC.

This is because the United Kingdom has left the European Union in the middle of the entire modernization program, which means that access to financing that helped the previous sections has not been available.

At the origins the road A465 was part of a project of prosperity during World War II to connect the steel industry in the south of Wales with the old Midlands car production center.

Now, after modernization, drivers can travel for the most part by 110 km/h without having to stop in the roundabout, an element that facilitates the movement of the locals and creates an alternative route between Midlands and the southwest of the Wales, easing the pressure on the M4 highway, often congested in the Newport area.

“Overall, the Heads of the Valleys project is one of the largest road modernization projects in the United Kingdom in the last few years,” said Keith Jones of Institution of Civil Engineers, quoted by the BBC.

“And what was so challenging was to keep the road in operation while the works continued on a difficult and provocative land,” Jones said.
