On Wednesday in the Sejm, the first reading of the presidential project of changes in the constitution takes place, which concerns defense expenditure and provides for entering at least 4 percent in the constitution. GDP as a mandatory threshold of these expenses.

Paprocka emphasized that the initiative in question is part of the constitutional tasks of the head of state. She noted that the level of defense expenditure is currently set out in the Act on the Defense of the Fatherland (3 % of GDP) and President Andrzej Duda postulates the establishment of a minimum financing of 4 percent. GDP and raising the rank of these provisions to the level of the Constitutional Act.

“It is worth using a political consensus that prevails around the topics and defense expenses, additionally supported by a public opinion,” Paprocka said, adding that Poles support the increase in defense expenses, taking responsibility for the country's security system.

As the head of the KPRP emphasized, there is a political and social consensus to raise the minimum defense threshold, so that they are resistant to political changes and allow them to create a strong and efficient army, which in the event of an attack on the homeland will be able to defend Polish citizens and borders.

“Guaranteeing an increase in budget expenditure is the only way to maintain and strengthen the level of security” – argued Paprocka.

Kownacki (PiS) about the project of changes in the constitution: Poland must have a large and strong army

Experienced for years we know that Poland must have a large and strong army, and it's good that defense money is guaranteed at the level of the Constitutional Act – PiS MP Bartosz Kownacki argued during the debate on the presidential draft of changes in the constitution.

On Wednesday in the Sejm, the first reading of the presidential project of changes in the constitution takes place, which concerns defense expenditure and provides for entering at least 4 percent in the constitution. GDP as a mandatory threshold of these expenses.

MP Kownacki, presenting the position of the PiS club in the debate, assessed that this project is a political testament of the outgoing President Andrzej Duda, who for 10 years was “president and at that time the Polish army changed in an excellent way.”

He emphasized that it was necessary to spend money on defense, and that the Polish army needs money and cannot be regretted. “Kownacki in this context indicated that the 90s and two thousand were a difficult time in the Polish army. He also talked about” rolling the Polish Armed Forces “during the previous PO-PSL rule before 2015 and that the situation changed after the PiS authority in 2015 was increased. Defense expenses and purchases of military equipment began.

The PiS MP pointed out that the draft amendments to the constitution is necessary that in the future, in the future, no “temptation” of cutting off expenses should be cut. “We experienced for last years know that in the foreseeable future Poland must have a large and strong army. And it's good that this money is guaranteed at the level of the constitutional law” – he said.

“Our experience teaches us that allies come to help only those who can defend themselves. That is why we need a strong army, because the history is written by the winners, because the story is on the side of the winners. Therefore, if we want to convey our Poland to the next generations, the winning Poland, we must vote for this project” – argued Kownacki.

About a change in the Constitution: Security matters must be removed from a political dispute

Security matters must be removed from the political dispute – said on Wednesday in the Sejm MP KO Paweł Łyźniuk in the debate on the presidential draft of changes in the constitution, which involves entering at least 4 percent. GDP as a mandatory threshold of these expenses.

Bliźniuk, presenting the position of the KO club, referred to the words of Bartosz Kownacki from PiS, who decided that the project should be “a joint testament of MPs of the 10th term of the Sejm.” “Instead of political wills, Poland needs specific measures and activities for ammunition, drones, new technologies,” said MP KO.

The politician emphasized that ensuring an adequate level of financing for our defense is a postulate with which – in his opinion – everyone agrees. “That's why it is worth talking about facts. Poland is already spending nearly 5 percent of GDP for defense and in the near future an increase is expected, not a reduction in these expenses,” he noted.

In the opinion of Twin, security matters must be removed from the political dispute. He declared that KO deputies are always ready to talk about postulates in a substantive way and referring to facts. He pointed out that in 2022 the Sejm adopted the Act on the defense of the homeland, which assumes that at least 3 percent. GDP must be spent on defense. “The question arises whether if you update this rule, we should not do it at the statutory level,” he said.

“Facts are more important than the non -stunning intention, i.e. real improving the security level of our homeland,” said MP KO.
