Karol Nawrocki already in the election campaign announced that he would reject a number of laws, even if they are in line with social expectations or the needs of the economy. What he will not sign, you can also conclude from his election program. Despite the declarations of cooperation with the government, the list of announced WET is long. It includes not only ideological, but also economic issues. Here are the changes that Karol Nawrocki – according to his own announcements and the program – will not sign if he wins the presidential election.

1. Reduction of health contributions
At the beginning, President Andrzej Duda vetoed a law reducing the health premium for entrepreneurs, which the coalition promised in the election campaign in 2023. The new regulations were to come into force from 2026. The statement shows that Karol Nawrocki has a similar opinion on this matter. He said many times that he would not sign any provisions that “weaken the health care system.” The law vetoed by Andrzej Duda may go to the next wall.
2. Catastral tax – neither yes nor
In March, Karol Nawrocki announced that he would propose to enter the prohibition of catastral tax to the Polish Constitution. He said: “I will propose the constitutional protection of Polish families against catastral tax.” In an interview with Sławomir Mentzen, however, he kept his eye to the left, suggesting that “you have to think about where to set the limit of the number of apartments that you can have.” This opens the gate to tax on excess properties, which is postulated, among others Adrian Zandberg and Left. This means that although Nawrocki declares an objection, his participation in the “compromise” version cannot be ruled out, which will make the lives of several apartments difficult.
3. Viatrakha act
If Karol Nawrocki becomes president, the energy transformation may get stuck in place. Already today, openly opposes the regulations enabling the construction of windmills 500 meters from the buildings. Let us remind you that the government project in this matter. It's about the amendment Act on investments in the field of wind farms and some other acts (print No. 1130), which was received by the Sejm in March, in April its first reading took place, and in May a special subcommittee took care of it. Although the distance of 500 hours results from social consensus and was part of the government project, Nawrocki warned: “Let's stop it!” His declarations of “black gold” and the need to further mining coal suggest that every law facilitating the development of renewable energy – especially land windmills – will encounter its veto.
4. New taxes and fees
Karol Nawrocki, signing in the program live with Sławomir Mentzen, the presidential declaration promised that: “I will not sign any law that raises existing taxes, contributions and fees or introduces new fiscal burdens to Poles.” The declaration is clear – and works well as a campaign slogan – but in practice it can mean blocking many reforms, including those that increase local governments or organize the tax system. If Nawrocki were the president at a time when PiS ruled, the declaration of not lifting taxes would be difficult to implement.
However, Nawrocki's tax contract provides, among others: a decrease in the VAT rate from 23 percent. up to 22 %, zero PIT for families with two or more children, raising the second tax threshold to 140 thousand. PLN, liquidation of Belka taxes, constitutional protection against catastral tax.
5. Hate speech
Nawrocki, signing the Mentzen declaration, he also promised that He will not sign any act limiting the freedom to express views in accordance with the Polish constitution. He assured that in this matter He will be a guardian of the Constitution. “Freedom of speech is one of the foundations of the functioning of Polish democracy in general,” he declared.
This in turn means that Nawrocki will not sign the so -called Act on hate speech, which extends the catalog of hate crimes with four new premises: age, gender, disability and sexual orientation. President Andrzej Duda directed her in preventive mode, i.e. without a signature, to the Constitutional Tribunal. The president believes that it violates the freedom of expression, i.e. the constitution.
6. Act restoring the rule of law
The Sejm has so far adopted three laws restoring the rule of law. It is the Act on the National Council of the Judiciary, the Act on the Constitutional Tribunal and the provisions introducing it. President Andrzej Duda sent them all to the Constitutional Tribunal in preventive control mode. And probably the same will look like cooperation with Karol Nawrocki. It is unlikely, therefore, that he will sign another law, which is to fix the status of judges established with the participation of the National Court Register shaped after 2018. For now, it is only a project on which the Ministry of Justice is working on, and it is about the status of nearly 3,000. judges. Rafał Trzaskowski declared that the laws restoring the rule of law would sign in the first order.
7. Women's rights
Karol Nawrocki also opposed the return to the so -called abortion compromise. Return to the so -called An abortion compromise would mean restoring the legal status from the judgment of the Constitutional Tribunal of 2020, which ruled on the unconstitutionality of abortion in the case of probability of a severe fetal defect.
There are currently four projects in the Sejm regarding the termination of pregnancy, Two left and one civic coalition and the third road. The most radical solutions are proposed by the left, the most conservative third way. TD also wants a referendum, which, however, is criticized by Prime Minister Donald Tusk. The left submitted to the Sejm so -called on the depementation of abortion that was lost because some of the PSL deputies and three MPs of the Civic Coalition, including Roman Giertych, did not vote for him.
