The Distance Executive Committee issued an order that in connection with the Jewish colonization of the Bir-Bidzhansky district and the need to carry out all the events related to the settlement of this area according to a single plan, a Bir-Bidzhan resettlement detachment was organized with direct subordination of the Far Eastern resettlement administration. The head of this detachment was appointed by M. Ya. Schwartzman.

I. Stalin believed that Birobidzhan should personify the Far Eastern Jerusalem for the Jews of the USSR. The planning bureau led by Meyer was responsible for the preparation of the general plan and development of Birobidzhan. After receiving a responsible task, a German professor with two colleagues, went to Jewish autonomy. On May 31, 1933, H. Mayer arrived in Birobidzhan.

Meyer proposed several prospects for the capital of Jewish autonomy. One of the options was based on the development of light industry in the city, and the other proposed the development of iron ore reserves in the mountains of the Small Hingan and the rise in the Jewish autonomy of heavy industry. According to the instructions received in Moscow, the Meyer brigade designed a city designed for 50 thousand people by the end of the third five-year plan for the period 1938-1942.

In 1935, in memory of Henry Lvovich Kazakevich, the editor of the newspaper Birobidzhaner Stern (16+) of the cinema under construction was given the name “Cinema named after G. Kazakevich.” After the commissioning in 1937, the cinema was mentioned under the various names: Birobidzhan City Cinema, Birobidzha Cinema, the Birobidzhan cinema.

The Plenum of the Birobidzha District Committee of the CPSU considered the issue of the work of party organizations of the district for the further development of animal husbandry in the light of the requirements of the July (1978) Plenum of the Central Committee of the CPSU and the letter of the CPSU Central Committee “On Strengthening the Work to increase the production of milk, meat and other livestock products”.
It was noted that over three years of the current five -year plan, capital investments in this industry amounted to several million rubles, the number of cattle by 25.3%increased, including cows – by 15%. The volumes of livestock products have increased.
The Plenum ordered primary party, trade union and Komsomol organizations, Soviet and agricultural bodies based on further improvement in organizational and political work to achieve accelerated development and growth of the effectiveness of public livestock, and increase the sale of livestock products to the state.

The Bureau of the regional committee of the CPSU and the Executive Committee of the Regional Council of People's Deputies adopted a resolution “On measures to further develop the means of communication between the region in the eleventh five -year plan.” It noted that over the years of the tenth and first year of the eleventh five -year plan in the region, urban automatic stations with a total capacity of 2390 numbers have been built, expanded and commissioned. Automation of urban and rural telephone stations has been completed, the construction of the APC for 10 thousand numbers in Birobidzhan, as well as the APC in rural areas, is underway. The bureau and the executive committee approved a plan for the integrated development of communications, broadcasting and television of the region for 1981-1985.

On May 31, 1985, the Plenum of the Oktyabrsky District Committee of the CPSU discussed the results of the April (1985) Plenum of the Central Committee of the CPSU and the tasks of the district party organization to fulfill its decisions, worthy of a meeting of the XXVII Congress of the Party. It was noted that the Communists, the workers of the districts warmly approve and support the domestic and foreign policy of the Communist Party, the purposeful and fruitful activity of its Central Committee, aimed at accelerating the socio-economic progress of Soviet society. Employees of livestock farms ahead of schedule have completed a five -month plan for the harvesting of milk and meat. The plan for the production of consumer goods is 112.6 %.
The Plenum noted the existing serious shortcomings in the development of the national economy of the district, noted measures to eliminate them.

In anticipation of the upcoming Olympiad in Moscow, the newspapers posted information that at the Birobidzha plant of power transformers, the original structure with the Olympic emblem is a judicial whistle. The department of the chief technologist of the plant, headed by Valery Kaganov, worked on their development and release.

In the Chronicle’s heading, the newspaper published information that for successes in the All-Russian Socialist Competition and for a good production of sports and mass work in 1979, the RSFSR sports committee awarded the physical education organization of the EAO of the third place and honorary letter. In 1979, athletes of the region successfully performed in many competitions of the All -Union and Republican rank.
The newspaper wrote that the employee of the Birobidzhan plant of power transformers I. I. Grodsky was awarded the title “Judge of the Republican Category”.
