Fuel Prices Hit Record Highs Amid Government Regulations

Drivers in Poland should brace for increased fuel prices starting Monday, with the maximum price for gasoline 95 reaching 6.97 PLN per liter and diesel priced at 8.06 PLN. These figures represent the highest rates since the initiation of the third phase of the Fuel Price Down program (CPN).
The maximum fuel prices on Monday remain consistent with those set on Saturday and Sunday. Drivers will pay up to 6.97 PLN for gasoline 95, 7.85 PLN for gasoline 98, and 8.06 PLN for diesel.
This marks a notable increase compared to Friday when the maximum prices were 6.90 PLN for gasoline 95, 7.77 PLN for gasoline 98, and 7.82 PLN for diesel.
Over a few days, the price cap for gasoline 95 has risen by 7 groszy per liter, gasoline 98 by 8 groszy, and diesel by 24 groszy.
When Will New Fuel Prices Be Announced?
The next announcement from the Minister of Energy regarding maximum fuel prices is set to be published on Monday, determining the rates that will take effect on Tuesday.
The maximum price mechanism is a key component of the government’s Fuel Price Down package, aimed at curbing rising station prices and reducing fuel costs for drivers.
Gas stations are required to adhere to the established limits, with violations possibly resulting in fines of up to 1 million PLN.
Government Aims to Control Fuel Prices Until 2026
New regulations allow for temporary reductions in excise duty and VAT on liquid fuels. The government plans for this support package to remain in effect until the end of 2026, with an estimated cost of around 5 billion PLN.
The program’s funding will come partly from a new levy imposed on fuel companies generating above-average profits. The law stipulates a 60% tax on excess profits from liquid fuel sales earned between March 1, 2026, and March 31, 2027.
This tax will apply to companies involved in fuel production as well as entities holding licenses for trading fuels internationally. The calculation will be based on revenue that exceeds historical margins from 2025, increased by 20%.
How Does the Third Phase of the CPN Work?
The first phase of the Fuel Price Down program was introduced at the end of March in response to rising oil prices due to the conflict between the USA and Israel and Iran. It included temporary reductions in VAT and excise duties on gasoline and diesel, as well as the implementation of maximum fuel prices announced by the Minister of Energy.
The first phase lasted until the end of June, though the excise reduction ended mid-month. The second phase ran from August 17 to 31 and did not include an excise duty reduction.
The current third phase continues to aim at minimizing fueling costs; however, Monday’s prices indicate that maximum fuel costs may still rise despite the government’s protective mechanism.
