Water Utilities Accumulate Debt Affecting Ukraine’s Balancing Electricity Market

Water utilities are failing to pay for consumed electricity, leading to increasing debts, says Ryabtsev
According to expert Ryabtsev, water utilities’ failure to pay creates a cash flow deficit, which cascades through the payment chain and ultimately increases debts within Ukraine’s electricity balancing market.
“Due to the debts of water utilities, our balancing market is becoming increasingly burdened with liabilities,” Ryabtsev stated.
He indicated that revising tariffs could slow the accumulation of new debts but would not resolve the issues already established. “They would at least halt the growth of this sum. However, this alone is undoubtedly insufficient,” the expert added.
Ryabtsev emphasized that addressing the problem requires specific legislative changes. He noted that the government had previously planned to submit relevant proposals to parliament.
