Three unmarked police patrols, known as “phantoms,” have commenced operations in Kyiv and its surrounding areas, primarily to address speeding violations.
According to police reports, there were 810 citations issued in a single day, highlighting numerous instances of speeding violations. The introduction of these phantom patrols is part of a broader initiative to enhance road safety in Ukraine.
“Phantom patrols” refer to police vehicles that lack identifying markings and are equipped with automatic traffic violation detection systems. They are designed to blend in with ordinary cars, making it harder for drivers to identify them.
As explained by police official Biloshytsky, these vehicles can measure the speed of other vehicles whether they are in motion or stationary at designated road sections. Upon detecting a violation, the system captures the license plate and checks it against databases. This information is then used to automatically generate a notice of administrative infringement.
Moreover, police can also employ these phantom vehicles for manual enforcement of traffic rules.
The initial deployment involves three phantom patrols in the Kyiv region, with plans to expand their numbers and introduce them in other regions in the future.
The primary goal of these patrols is to reduce the number of injuries and fatalities on Ukraine’s roads, as emphasized by Biloshytsky.
