Three Sahel countries withdrew last year from the Regional Community of Western Africa (Ecowas) and formed themselves an alliance that they called the confederation of the Sahel states (AES). They also threw Western troops out of their bases, mainly French and American and invited Russians in their place.

Morocco's initiative is part of his competition with neighboring Algeria, whose relations with confederated countries have recently deteriorated. Especially from Mali Algeria has strained relations from at least 2023.

The consequence of the drone incident was the solidarity of breaking relations with Algeria by all three countries belonging to AES.
