The US is preparing a package for Ukraine. Marco Rubio reveals support priorities

The value of the announced package is USD 400 million. These funds come from funds authorized by Congress under the Ukraine Security Assistance Initiative (USAI) program. Supporters of continuing support for Kiev have so far criticized President Donald Trump's administration for withholding the payment of this money.

Rubio explained that the matter is currently being reviewed by government agencies, which is being delayed for various reasons. However, he assured that information on this subject should appear soon. “It's just going through the interagency process and there were a few stops along the way that unfortunately held it up a little bit, but (…) I think we'll have some news on that pretty soon,” he said.

Asked about the timeliness of aid in the context of mounting Russian attacks, he confirmed the urgency of the situation.

Rubio on Ukraine's difficult winter

They [Ukraińcy] they had a truly brutal winter last year and there are signs that this year could be just as brutal, especially given their inability to produce energy — Rubio said about the situation in Ukraine.

The USAI mechanism allows the Pentagon to place arms orders directly with US defense companies in order to transfer equipment to Ukraine. In December last year, Congress adopted the Defense Budget Act (NDAA), which provided an amount of USD 400 million. annually for this purpose in fiscal years 2026 and 2027.

The Kremlin faces strategic failure

According to the Secretary of State, Russia's attack on Ukraine turned out to be a “strategic disaster” for the Kremlin authorities. Rubio added that Moscow “certainly will not achieve the goals it set for itself on day oneand perhaps even militarily will never be able to achieve the goals they are currently demanding in the negotiations.”

Rubio also admitted that Washington's mediation efforts have stalled in recent months for a variety of reasons. However, he drew attention to the recent successes of the Ukrainian army on the front. Among them, he mentioned effective long-range strikes reaching deep into Russian territory and targeting key elements of the enemy's economy.

Record mortality among Russians

— The Russians lose 5,000. — not wounded, dead. According to the Ministry of War, this is one of the first conflicts in history in which the death rate is higher than the wounded rate on the Russian side. For the first time in history, there are more dead than injured. Ukrainians not only fight bravely, but fight effectively, he said.

The Secretary of State also noted that the effectiveness of the Ukrainian side increases the risk of conflict escalation. He gave the example of Wednesday's Ukrainian strikes on St. Petersburg, which took place on the day of the opening of the SPIEF business forum, called “Russian Davos.”

– This reminds us why it is important to end this war if possible, because the risk of escalation is real – more real than two years ago – he said.

Graham is targeting China and India

Military support for Kiev is to be complemented by increasing economic pressure on Moscow. Rubio spoke in favor of the bipartisan bill authored by Senator Lindsey Graham. This regulation would enable the president to impose tariffs and sanctions on countries purchasing cheap oil from Russia.

— I support the availability of these tools to the president, especially if we are trying to reach a negotiated agreement. The more means of pressure we have at our disposal, the better, he said.

Graham pointed out that the main addressees of the planned regulations are to be China and India, which are the largest sales markets for oil from Russia and Iran subject to sanctions.

“I say to our friends in China: If you stopped this, we would end both of these wars,” the senator said.
