The UN Security Council met for the first time at the express request of Romania on a topic that directly involves it. Foreign Minister Oana Țoiu presents Monday evening, in New York, “flagrant violations of international law” committed by Russia, after the crash of the Russian drone in Galati.

Oana Țoiu explained, in New York, that a Russian drone “hit and exploded above the roof of an apartment building in Galati, Romania”
“For the first time, injuries were recorded among Romanian citizens. Two people were injured and several tenants needed help. A fire was caused and extensive damage occurred, which led to the evacuation of the building.
Violation of airspace by Russian drones over Romania and other Central and Eastern European countries has occurred repeatedly since the outbreak of the invasion in Ukraine and is a consequence of the escalation tactics followed by Russia in its fight against Ukraine, having a direct effect on the lives of innocent civilians in Romania. The behavior is unacceptable under international law and must stop.
We have noted the Secretary-General's remarks on the wide-ranging consequences we must deal with. Attacks on civilians that need to be condemned wherever they happen. We reiterate our support for an immediate, unconditional ceasefire and efforts to pursue an unconditional peace in Ukraine.
In view of the violation of international laws, we call for an urgent meeting of the Security Council in accordance with Article 44, as well as Article 45 of the Charter, to deal with this matter. The meeting, which will take place immediately, will address the risks undermining peace and security in Europe.” said Oana Țoiu before the start of the event.
The meeting takes place following the notification sent on Friday, immediately after the CSAT meeting, when Romania informed NATO, the European Union and the UN about the incident.
Oana Țoiu specified that the approach aims to increase diplomatic pressure to respect international law and protect regional security, emphasizing that Romania and its UN partners continue to plead for an immediate ceasefire and lasting peace in Ukraine.
The legal basis of the notification
Romania's ambassador to the UN, Cornel Feruță, explained that our country activated the procedures “shortly after the incident”, considering the intrusion and explosion of the drone as “serious violations of the UN Charter and international law.”
The approach is based on articles 34 and 35 of the UN Charter, which allow situations that may affect international peace and security to be brought to the attention of the Council.
