Kosiniak-Kamysz on changes in defense. “We will gain an umbrella of safety”

The ministers decided after talks between the head of the Ministry of National Defense (MON) and the Minister of Interior and Administration, Marcin Kierwiński, and the Minister of Infrastructure, Dariusz Klimczak. In the extended formula, support is to be provided to the Border Guard, Police, and the Ministry of Infrastructure. According to the Deputy Prime Minister, this mechanism will provide the country with additional security cover.
– This gives us a guarantee that we will gain an umbrella of safety – Kosiniak-Kamysz noted during Friday's press conference in Warsaw devoted to the financing of the Border Guard, Police and military mobility.

Amendment to the regulation after the president's veto
To make changes, the government must amend the relevant regulation. The head of the Ministry of Defense said that the document is to be ready on May 22. This will expand the catalog of expenses covered by the non-military defense preparation program.
The decision results from the situation surrounding the EU SAFE instrument. President Karol Nawrocki vetoed the law implementing this mechanism in Poland. The original regulations provided for the establishment of a separate fund that was to collect funds coming from the European Union. In response to the decision of the head of state, the government adopted a resolution regarding the Armed Poland Program.
The resolution authorized the Minister of National Defense and the Ministers of Finance and Economy to sign the agreement and documents regarding the SAFE loan on behalf of the government.. Thanks to this, the government chose a different path to implementing the EU instrument.

During the meeting The Council of Ministers decided that the Armed Poland Program – which is the national version of the EU SAFE – should also find solutions for the Ministry of Interior and Administration and the Ministry of Infrastructure.. Originally, these ministries were to carry out tasks directly from European mechanisms. The Deputy Prime Minister pointed out that a new financing formula had to be developed.
— We will start this next year and in the coming years, the Ministry of National Defense will use its budget to co-finance the activities of the Ministry of Internal Affairs and the Ministry of Infrastructure for the defense and non-military preparations of the Polish state, said Kosiniak-Kamysz.
