“We all know that, many times, entrepreneurs in Romania still interact with the public administration through complicated and time-consuming procedures. PMAT – the acronym for “Platform for stimulating the competitiveness of the business environment, ensuring legislative transparency, de-bureaucratization and procedural simplification” – comes to make life easier for all those who have to interact with the state, fully digitalizing 4 key processes”. the minister wrote on his Facebook page.

One of the processes concerns legislative initiatives and the SME test: when a public authority prepares a draft law that may affect the business environment, it can launch through PMAT a questionnaire (SME Test) through which it directly consults SMEs. The answers are collected and consolidated on the platform, the file is sent to the members of the Group for the Evaluation of the Economic Impact of Normative Acts (GEIEAN) who vote electronically, and the result – the favorable, unfavorable or ballot opinion – is issued digitally, directly from the platform.

The second one refers to business incubators: economic operators who wish to obtain the title of business incubator can submit the application, upload the supporting documents and follow the course of the file – from submission to evaluation, annual reporting and issuance of documents – all 100% online.

Representations of Romanian companies abroad represent another field that will be digitized. Thus, Romanian companies that wish to open, extend, modify or close a representative office abroad can manage the entire authorization process without going to the counter: application submission, document upload, digital signature and authorization download – entirely from the platform.

Digitalization will also target the Consultative Council for Entrepreneurship (CCA): CCA members have a dedicated digital channel through which they can send proposals, receive and respond to communications on entrepreneurship policy topics, and MEDAT can completely manage the associated internal flow, from the launch of the invitation to the completion of the communication.

“From now on, users will interact with a single portal, using a single account. The files are submitted digitally, with an electronic signature, and the platform sends automatic notifications at each stage – deadlines, requests for clarifications, issuance of documents. Each file can be tracked in real time from your own account. The platform is made with European funds through PNRR (Component 9 – Support for the private sector, research, development and innovation). We work every day to absorb the amounts from the PNRR. And we are advancing at an alert pace to reach the milestones”emphasizes Darău.
