Third place in investments in Ukraine. PUIG report


Aim of the report +Investments of the full -glass war time. In the footsteps of Polish Solidarity+ – as the Chamber pointed out – is to show the involvement of Polish entrepreneurs and managers in strengthening the Ukrainian economy during the war. The presented data show that Polish entrepreneurs and managers, who after February 24, 2022 (the outbreak of the full -scale war – PAP) continued their work in Ukraine supported the economy by maintaining employment, paying taxes, implementing social programs, and also reinvesting funds into local communities.
The report stated that from the beginning of the war, investors from 100 countries founded over 3,000 new companies in Ukraine, with Poland in this respect in third place (about 300 companies) ahead of Germany, the USA and Great Britain. In terms of the cumulative value of the investment, Poland was in 10th place, but – as Puig wrote – the actual position of Poland on Ukraine's “investment map” is stronger. In this ranking, Poland is ahead of Poland, including Cyprus, the Netherlands, Switzerland and Great Britain, i.e. countries, which – according to the authors of the publication – are in fact a “waiting room” for capital derived from Ukraine and controlled by Ukrainian investors, including oligarchs.
As of March 2025, in the Ukrainian business space, 3,547 companies currently have various types of connections with Poland. Over half of them are registered in the Lviv region – 1129 and in Kiev – 1006.
PUIG calculations show that the value of Polish exports to Ukraine reached EUR 9.4 billion in the first nine months of 2024. “Even after excluding categories related to war, export remains 30 percent higher than before the Russian invasion, which confirms the lasting increase in the importance of Ukraine as the commercial partner of Poland” – we read in the information.

“We know that the report is an unfinished picture. An instrument for Ukraine Ukraine Facility has started, established by the European Union and piloted in Poland by BGK – 265 million euros in guarantees and approx. EUR 56-60 million in grants for companies and local governments. A loan for the reconstruction of Ukraine is starting, and Kuke launches a significant project for reassuring transport insurance in the territory of Ukraine. That is why in a year we will present another report on the state of Polish investments in Ukraine – announced the president of the Polish -Ukrainian Chamber of Commerce Jacek Piechota cited in the report.
The PUIG publication uses analyzes of, among others: the Center for Eastern Studies and the Polish Economic Institute for the needs of the Council for Cooperation with Ukraine.
