“It's just callous.” The Minister of European Funds criticizes PSD after the loss of money from PNRR and publishes the documents of the decision

The Minister of Investments and European Projects, who announced on Friday that Romania loses 458.7 million euros from the PNRR following the evaluation made by the European Commission, complained on Saturday that “some of the gentlemen because of whom” this money was lost “accuse today that Bolojan, Gheorghiu and Pîslaru are to blame”.

In a statement in which he published the official documents from the interaction with the Commission, Minister Dragoș Pîslaru claims that “putting the responsibility for the failure of some reforms on a government that had a tiny window of time (June 23 – November 28, 2025) to repair years of negligence is simply insensible”.

The official said that the original commitments stipulated that the reforms related to payment request 3 of the PNRR had to be completed in the first quarter of 2023, but “request 3 was submitted, 9 months late, December 15, 2023, under Prime Minister Marcel Ciolacu. They were late.”

“At the time of the submission, Minister Adrian Câciu assumed under his official signature before the European Commission that the benchmarks were met satisfactorily. They lied,” continued Dragoș Pîslaru.

According to the minister, the European Commission “found that the reforms in question were not properly carried out”, and then “a period of 1 year and 5 months followed in which the governments of the time had time to remedy and justify, but in fact they postponed and procrastinated. They avoided the reforms”.

“The commission found that nothing was moving and decided in May 2025 to partially suspend the payment for the 4 reforms – special pensions, AMEPIP and the appointments in CAs in the field of energy and transport. They collected it over the nose and the public found out,” Pîslaru added.

Why does the minister say that the money was lost

One reason, stated Dragoș Pîslaru, was that “special pensions were postponed 6 times because of politically appointed CCR judges”.

In addition, says the minister, “AMEPIP was supposed to be an independent body, but the politicians chose to populate it with idiots”.

“Because if AMEPIP had really been operational, it should have fined all the institutions that did not respect the law (EOG 109) and did not organize real competitions. Because if we had reformed, the smart guys from the state companies would have been bothered”, continued the minister of European funds.

Another reason, according to the official, was that, “in the energy and transport companies, the politicians sent all the party files, instead of organizing fair and transparent selections, based on professionalism and integrity”.
