The draft amendment to the Road Traffic Law and certain other acts includes, among others: that, as a rule, the registration certificate will be issued in the form of an electronic document. It is to be automatically generated in the IT system supporting the central vehicle register. The regulations on this matter would enter into force in June 2028.
As the Ministry of Digital Affairs noted in the justification for the draft amendment, the vehicle owner will be able to apply for a registration certificate also in paper form. You will then be able to pick up the document in person at the office or ask for it to be sent by post. The ability to send a document by letter “ensures greater flexibility and availability of services, which is especially important in the case of older people, people with limited mobility, or people living at a long distance from the office,” the ministry said.

The proposed regulations are also intended to enable the submission of an application for the issuance, replacement and extension of a driving license, as well as a driver qualification card, including: in the mObywatel application. Reporting the loss and destruction of a driving license and confirming receipt of the document if it is delivered by post will also be possible online. Online, parents will be able to consent to their child joining the process of acquiring rights. It will also be possible electronically, among others: conclude a vehicle sales contract, report the sale of the vehicle, notify the insurance company about the transfer of vehicle ownership and report the loss of license plates and registration certificate.
Long list of changes for drivers
The authorities competent to issue driving licenses will be able to download data directly from the central driver register, including: medical and psychological certificates or completion of a re-education course. In this respect, drivers are to be exempt from the obligation to present paper documents, the ministry emphasized.

The project also assumes the elimination of issuing an administrative decision in cases where an application for vehicle registration, temporary registration and temporary withdrawal of the vehicle from traffic is positively considered.
The ministry also wants to abolish the creation of a driver candidate profile and a professional driver profile. It will be mandatory for every person applying for a driving license to have a PESEL number. According to MC, such a requirement will enable PESEL numbers to be issued to persons applying for driving licenses.

It is also planned to expand the catalog of data collected in the central vehicle register, including: for the previously mentioned applications, electronic documents and vehicle sales contract data. The regulations regarding applications for access to data collected in the Central Register of Vehicles and Drivers (CEPiK) are to be clarified and unified.
