Within the “Ion Oblemenco” stadium, there is also a hotel with 38 rooms, which was inaugurated together with the arena in Bănie, in 2017, but was not released to the public. Currently, the hotel belongs to the County Council, but until this year it was owned by Craiova City Hall.
Emilia Neagu, USR local councilor and former candidate for the mayoralty led by Olguța Vasilescu from the PSD, visited the hotel in the “Ion Oblemenco” complex and posted a video on social networks.

Emilia Neagu, serious accusations: “A method to “launder” some more money. I have proof”
Following the posted video, Gazeta Sporturilor contacted Emilia Neagu for more details.
“I have evidence from last year that this hotel was used. There are specifications for cleanliness. Last year, at the IntenCity festival, I learned about the existence of this hotel. The Iridex company and the former RADPFL were involved in the festival, which took care of the organization and everything else, but they also contracted a cleaning company for the Multipurpose Hall, the hotel and the stadium alleys, a method to “launder” some more money.

It now belongs to the County Council, even I voted for its passage. They will not make a profit, the goal is not profit. It is not known who will pay the utilities, there is no separate metering for the hotel. Last year, the restaurant at VIP was also rented, but the tenant did not appear there either.
At the level of the Local Council, the decision was made to surrender this hotel under mysterious conditions, because we were not presented with a financial or utility situation. I asked these questions, but they closed my microphone”, said Emilia Neagu for GSP.
She also sent certain documents by which she wanted to support her allegations.
During the period to which Emilia Neagu refers, it belonged to the City Hall of Craiova.

Cosmin Vasile: “We have nothing to do with what Mrs. Neagu says”
Gazeta Sporturilor also asked Cosmin Vasile, president of Dolj County Council and PSD Dolj, for a point of view, who dissociated himself from Emilia Neagu's statements.
“We have nothing to do with what Mrs. Neagu says. Last month, the hotel was given to the County Council for a period of time, so that the Dolj Art School could hold its classes while the premises are being renovated. This is the only issue with the hotel at the stadium.
I don't know what he says about IntenCity, I have no business with this matter. It is a building that has been rehabilitated, now the works are starting, and those from the School of Arts have to hold their classes somewhere. It's just a period. It was a decision of the local council, which was finally voted on. I didn't see the lady's comments, but I have nothing more to say. It is an art school with performances, which conducts its courses there, that's all that happens”, said Cosmin Vasile, president of the Craiova County Council.

The reaction of the City Hall of Craiova

“Opera Română Craiova, as the organizer of the IntenCity Festival, had the obligation to ensure the cleanliness of the entire area of the event, including the related areas used during the festival.
Considering the scale and complexity of the event, as well as the need to ensure appropriate hygiene standards, the Romanian Opera Craiova carried out a procurement procedure for the contracting of specialized cleaning services. These concerned the “Hotel” space within the “Ion Oblemenco” Stadium, the existing boxes in the stadium, the restrooms in the VIP area, the mobile restrooms intended for artists as well as the spaces related to the Multipurpose Hall (access ways, artist restrooms, backstage areas and cabins), including occasional interventions, depending on the needs, during the course of the festival.
The procurement procedure was carried out in strict compliance with the legal provisions on public procurement. The announcement was published on SEAP, and the award documentation was published on the institution's official website. This approach was aimed at guaranteeing the free and unrestricted access of economic operators interested in participating in the procurement procedure.
We specify the fact that Iridex Group Salubrizare's object of activity is the provision of waste collection and transport services, and cleaning activities are not part of its attributions.
The hotel within the Craiova Sports Complex – Football Stadium has been under the administration of the Craiova City Council since the reception of the works.
For its lease/concession, six public auctions were organized, in accordance with the legal provisions, but no offer was submitted in this regard.
By the Decision of the Local Council of the Municipality of Craiova no. 128/2026 approved the free use, for a period of 1 year, to the Dolj County Council, of the hotel within the Craiova Sports Complex – Football Stadium, in order to carry out the activities of the Dolj County Culture and Art Center.
According to the Verbal Process of delivery – receipt, the holder of the right of use has the obligation to bear all the maintenance expenses of the goods and the expenses related to utilities (cleaning, repairs, electricity, heat, etc.).
Also, he has the obligation to install a passing meter in order to record the individual consumption of electricity”.
