Misunderstandings in the opposition regarding the censure motion. Pace is filmed when he collects signatures, AUR says he is waiting another month / What the calculations in the Parliament show

In order to submit a motion of censure against the Government, 116 signatures from the parliamentarians are needed. The Peace Group, which has just 12 members, insists it wants to topple the Government this month. Without the signatures of AUR (90 MPs in total), this makes the mission of the Pace almost impossible. The leader of AUR Petrișor Peiu has repeatedly stated recently that his party will submit a no-confidence motion in May.

  • 233 votes are needed for a no-confidence motion to pass. Once a no-confidence motion is passed, the Government falls and new political negotiations are needed to form a parliamentary majority to support a new Government.
  • Discussions in the opposition about submitting a motion of censure come in the context where on Monday, April 20, the PSD decides whether to remain in government and, if so, in what form. The main scenario taken into account is the withdrawal of PSD ministers from the Bolojan Government, according to HotNews sources.

The representatives of the Pace group sent a video to the press on Wednesday showing that they have started collecting signatures for the censure motion. They also sent the text of the motion, entitled “Progressism is killing Romania – The Bolojan Government brought hunger and cold into the homes of Romanians”.

Pace has only 12 of the 116 signatures needed to file a no-confidence motion. The motion will be submitted in April, “with the signatures of the opposition”, Senator Pace Clement Sava told the media.

For the moment it is not clear which opposition, considering that AUR has repeatedly conveyed that the party will submit a no-confidence motion only next month, in May. Last week, when Pace announced the censure motion, Peiu told HotNews that Pace representatives had not consulted with AUR and that “we're filing in a month.” On Tuesday, in a press conference at Parliament, the AUR leader made the same claim again.

Asked by several journalists, including HotNews, how they will collect the 116 signatures without AUR, Pace representatives did not provide an answer.

Calculations in Parliament

At the moment, the ruling parties (PSD, PNL, USR, UDMR and National Minorities) together have 310 MPs, well over the 233 votes needed for a majority.

The opposition (AUR, SOS Romania, POT and PACE) has 131 votes. The 22 unaffiliated MPs could be added to them. That would result in a total of 153 votes, enough to table a motion of no confidence (116 signatures), but not enough for the motion to pass and therefore bring down the government.

The opposition without AUR has only 41 MPs. The unaffiliated can be added to them, which would bring a total of 63 elected. In this case, the number of senators and deputies for submitting a motion of censure is insufficient.

The calculations regarding the number of seats in the Parliament clearly show that without AUR the opposition does not have the necessary number of signatures to submit a motion of censure.

  • USR – 59.
  • UDMR – 32.

  • Unaffiliated – 22.
