The authors of the initiative argue that the aim is to provide relief to people with average incomes, who are increasingly placed in a higher tax bracket.
Poland 2050: raising the second tax threshold is rational and fair
As emphasized by the Minister of Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, the proposed changes are not radical, but respond to real social needs. “This is not a radical solution, it is necessary, rational and fair“- she noted.
She pointed out that the current regulations lead to a situation in which people earning average incomes bear relatively higher burdens than some of the highest earners.
The project also provides for the indication of sources of financing for changes. These included, among others: introducing a digital tax and increasing revenues from excise duty on alcohol.
According to MP Ewa Schädler, the proposed solution will translate into real savings for taxpayers. “People who earn approx. PLN 14,000 gross, in fact they will save over PLN 2.6 thousand. PLN, which means they will not be punished, they will only get what they are entitled to, why they worked” she pointed out.

The politician also noted that the growing number of people exceeding the second tax threshold proves the need for urgent reform of the system.
Impact on the labor market
MP Piotr Strach also commented on the effects of the current solutions. As he noted, the problem affects increasingly wider professional groups.
“Almost one third of teachers will fall into the second tax bracket. This shows that the middle class is not something we might think is unique. This is the majority of our citizens“- he said.
The politician warned that the lack of changes may favor the development of the gray zone, because some employees may avoid additional income in order not to exceed the higher threshold. “We want to reward honesty” – he added.
