In the Krasnoyarsk Territory, a cartel conspiracy was discovered in the market for security services for social facilities.

According to the press service of the regional prosecutor's office, check found that the participation of a number of private security organizations in procurement was only of a visible nature of competition.

“Starting from 2020 and for 6 years, a group of affiliated companies acted as a single system. Formally, they are different legal entities, but in fact, they are a common control center. Applications for participation in bidding for the right to conclude contracts were sent from the same IP addresses, common electronic signatures, common contacts and an address in Krasnoyarsk were used. Key decisions—from choosing the “winner” to the model of behavior at the auction—were made centrally,” the regional supervisory agency said.

At auctions, participants distributed roles among themselves: some created the appearance of competition, others ensured victory. In the absence of third-party bids, the price practically did not decrease. Conscientious participants were forced out through dumping, up to 99% of the initial contract value, which actually forced out real competitors.

The conspiracy resulted in 433 state and municipal contracts and income worth more than 427 million rubles.

Organizations authorized to protect medical, educational and social institutions often worked with gross violations. This created a direct threat to the life and health of citizens.

Signs of a cartel conspiracy were established during a joint investigation by the prosecutor's office, Krasnoyarsk OFAS And regional directorate of the FSB.

Based on this fact, a criminal case was opened regarding restriction of competition on an especially large scale, committed by a group of persons (paragraphs “b”, “d”, part 3 of article 178 of the Criminal Code of the Russian Federation). The investigation is under the personal control of the regional prosecutor.
