Romsilva has a new general manager. Who is Jean Vişan / Minister of the Environment: I don't think he will deliver any reforms willingly

The National Directorate of Forests – Romsilva has a new director general who will lead the institution until August 2029. The Minister of the Environment, Diana Buzoianu, reacted on Wednesday, saying that she does not believe that Jean Vişan will deliver any reforms willingly and that it is clear that the Romsilva reform “is a long battle to fight”.
Who is Dan Vișan?
Romsilva's Board of Directors appointed the General Director with a mandate until 2029.
Jean Vișan is 49 years old, he is a forestry engineer, graduated in 2001 from the Faculty of Forestry and Forestry of the “Transylvania” University in Brașov, where he also obtained the title of doctor in forestry in 2017.
From August 2025, he held the position of general director of the National Forestry Authority – Romsilva, with a provisional mandate, following another selection process.
Throughout his career, he held several positions within the Vintilă Vodă Forestry Circle and the Buzău Forestry Directorate. Since 2006, he has held several executive and management positions within the headquarters of the National Forestry Authority – Romsilva, such as head of service within the Investments – Mechanization Service and director of the Regeneration – Development Directorate. He was also, for six months, in 2020, director of the Buzău Forestry Directorate.
He holds several certifications, including in the field of design and execution of land improvement works, management of public procurement and in the prevention and fight against corruption, says the Romsilva press release.
The Minister of the Environment does not trust the new director: “It is clear that Romsilva reform is a long battle to fight”
barzaMinister of the Environment, Diana Buzoianu, wrote on Facebook, shortly after the announcement, that the election of the new director will not contribute to the reformation of Romsilva.
“The board of directors delivered a result that I don't think will help Romsilva's reform at all. We certainly don't suspect that they would have called their phones to have a handy man put in place (…) I don't think that Mr. Jean Vișan will deliver any reform willingly. With all due respect, he already had a mandate as director general for many months and blocked every time any more serious measure that would have brought a change for the better. I also believe that many in the system greatly need this result of the competition, delivered on a tray by the Romsilva board of directors”, says Buzoianu.
She adds that Romsilva reform “is a long battle to fight” and concludes by saying that “I am more determined than ever to remove corruption from this administration. I will follow 100 times more closely the slippages and illegalities that endanger the forests in Romania.”
How the Romsilva director was chosen
The Board of Directors of the National Forest Management – Romsilva, meeting on Wednesday, appointed, following a transparent selection process, Jean Vișan for a term of general director, lasting until August 2029, according to the statement of the management.
The selection procedure for the general director was triggered by the Board of Directors on January 12, 2026, by launching the announcement and communicating the procedure, explains Romsilva.
By the deadline, 13 people registered, of which eight people remained on the long list, meeting all the conditions for participation. The general director's selection committee made a short list of five people, and after evaluating the letters of intent and the interviews, established a final ranking, which was submitted to the Board of Directors of the National Forestry Agency – Romsilva.
The selection took place in several stages, transparently, based on well-defined criteria, and the whole process was monitored by independent specialists.
Romsilva manages 3.13 million hectares of state-owned public forests and provides forestry services for 1.1 million hectares under other forms of ownership, on a contractual basis.
