After two and a half years of broken promises, work on the new stadium in Constanța still hasn't started. And the blue-white supporters are already looking with envy at “Pitesti” and “Ștefan cel Mare”, where the builders have already started work. Everything seems blocked at the bureaucratic level for now, after the Mayor of Constanța, Vergil Chițac, announced that he needs the help of the Constanța County Council to cover the more than 90 million lei needed.
According to the Romanian Government's decision, the only option for the project to physically start this year is for the authorities to provide a quarter of the total amount of the investment.
Stuck in the papers
The mayor of the city by the sea declared, at the end of last year, that, in February, a tripartite contract will be signed between the Constanța City Council, the Constanța County Council and the National Investment Company, which will guarantee the funds for the start of the works.
It's just that it's mid-March and it hasn't happened. A predictable situation, after the president of the Constanța County Council, Florin Mitroi, warned that he is waiting to know what budget he will be able to rely on in 2026.We will make a decision together, let me join Constanța City Hall. First, let the budget appear, to see how much I can help!“
One more promise
Today, Vergil Chițac claimed that Constanța City Hall sent a draft agreement to Constanța County Council and that they are waiting for an answer.
“We made a form, we finalized it at the City Hall, we also gave it to the County Council, to be analyzed by their lawyers and, to the extent that they agree, next week we will convene an emergency meeting or immediately, depending, to approve it. That's my level of ambition. Then we go to Bucharest with him and make a cooperation protocol at the Gheorghe Hagi stadium, in which all three of us sign: the National Investment Company, us and the County Council. The protocol is more extensive, it provides for a cooperation framework agreement between the County Council and the City Hall, which did not exist until now, in many more areas. We are talking about construction projects, several fields. And then this framework agreement will be implemented through concrete projects, one of which is the Gheorghe Hagi stadium“, said the mayor.
For the first time, he refrained from offering any term for the start of the works, being evasive: “I am the first one who wants to start the construction of the stadium. It will start“, concluded Vergil Chițac.
