On this day in the village. Skachkov Alexander Afanasyevich was born in Maryevka, Kasharsky district, Rostov region.
After graduating from school, Alexander Afanasyevich from 1949 to 1953 studied at the Donetsk Agricultural College, specializing in agronomist-reclamation. In 1953, he graduated from the Donetsk Agricultural College and before serving in the Armed Forces, he worked as an agroforestry ameliorator for the district agricultural administration in the village of Bolshe-Krepinsk, Rostov region.
He served in the army in the Far East, where he remained after its completion. He arrived at Kirga station in 1958 and until 1966 worked here at a timber processing plant in various positions.
From 1966 to 1971, economist, chief economist of the power transformer plant in Birobidzhan. From 1971 to 1973 – student at the Higher Party School of the CPSU Central Committee in Khabarovsk.
Skachkov A.A. He graduated in absentia from the All-Union Institute of Finance and Economics in 1966 and from the Higher Party School under the CPSU Central Committee in 1973.

In 1974, A. A. Skachkov was elected chairman of the executive committee of the Oktyabrsky district of the Council of Workers' Deputies, and in 1982 – first secretary and member of the bureau of the Birobidzhan district committee of the CPSU and held this position almost until the end of the 80s.
For many years of conscientious work in 1981, Skachkov A.A. awarded the Order of the Badge of Honor.
From 1989 to 1990, Alexander Skachkov was secretary of the regional committee of the CPSU, and in May 1990, at a session of the Council of People's Deputies of the Jewish Autonomous Region, he was elected deputy chairman of the regional Council of People's Deputies.
From 1992-1994, Alexander Afanasyevich Skachkov served as chairman of the regional Council of People's Deputies of the Jewish Autonomous Region.
He was awarded the Order of the Badge of Honor, the medals “For Valiant Labor. In Commemoration of the 100th Anniversary of the Birth of V.I. Lenin”, “Veteran of Labor”, and the badge “Excellence in Civil Defense of the USSR”.
On October 31, 1994, Alexander Afanasyevich Skachkov passed away.
By Resolution No. 208 of May 30, 2017, Alexander Afanasyevich Skachkov was awarded the title “Honorary Citizen of the Jewish Autonomous Region” posthumously.
In May 2018, a memorial plaque was unveiled in Birobidzhan to the Honorary Citizen of the Jewish Autonomous Region, former chairman of the regional Council of People's Deputies, Alexander Afanasyevich Skachkov.

The Bureau of the Regional Committee of the All-Union Communist Party (Bolsheviks) approved the draft control figures for the regional national economy for 1937 in the amount of 56,200 thousand rubles and the regional budget in the amount of 29,535 thousand rubles, presented by the executive committee of the Council of Working People's Deputies.
The newspaper “Birobidzhanskaya Zvezda” (12+) in the section “Around the city and region” wrote on that day that exploration in the territory of the construction of a marble factory had been completed in Birakan. Equipment for the future plant begins to arrive.
“The order for marble for the Moscow metro is coming to an end. At the end of March, the Mramorschik team is preparing to report on the completion of the honorable order.”
In preparation for the celebration of the region's third anniversary, the Osoaviakhim city council outlined a plan for defense work in the city.
“According to the plan, by May 7, men’s shooting competitions for the city championship and women’s competitions for the best marksman should be held. It was decided to hold a war game “Battle for Birobidzhan”, organize a seminar for the chairmen of the primary Osoaviakhim organizations. Work in gas masks should be practiced at enterprises and institutions.”
On the pages of the newspaper it was said that in the village of Blyukherovo (now the village of Leninskoye, Leninsky district of the Jewish Autonomous Okrug) a circle of Voroshilov cavalrymen was organized.
March 12, 1950
Elections to the Supreme Soviet of the USSR took place. As a result of the large organizations and mass political work of party organizations, the workers of the region showed high political activity and unanimously voted for candidates of the bloc of communists and non-party members. Among those elected to the highest government body of the country were communists P.V. Simonov – first secretary of the regional committee of the CPSU (b), I.K. Bobyr – locomotive driver at the Obluchye station depot, R.M. Goldenberg is the chief physician of the city hospital, G. S. Konstantinov is the secretary of the Stalin district committee of the All-Union Communist Party of Bolsheviks.
