Cafes and restaurants offered to be exempt from VAT for nine months

The Russian Ministry of Finance has taken the initiative to temporarily exempt catering establishments that are on the simplified and patent tax systems from paying VAT. According to Om1 Novosibirsk, the grace period may last from April 1 to December 31, 2026.

The department explained that the measure is intended to give businesses time to adapt to new tax conditions. Starting this year, entrepreneurs who previously did not pay VAT became VAT payers. In addition, the tax increased from 20 to 22%, and the income threshold for switching to the general regime decreased.

“Entrepreneurs who have lost the right to a patent will be able to receive VAT tax deductions for goods and services not used under the PSN. Companies using the simplified tax system that have recently started paying VAT will be able to reduce their income by the amount of tax paid on advances. If in 2025 the income of an entrepreneur who combined a patent and the general system exceeded 20 million rubles, he will be able to switch to the simplified tax system from January 1, 2026,” the ministry explained.

There is also a relaxation for large businesses: the revenue limit for VAT exemption has been increased to 3 billion rubles, but on the condition that employee salaries are not lower than the industry average. For now, the initiative is at the proposal stage, but experts do not rule out that it will be adopted in the near future.
