In a decision made at a closed session of the ECHR on December 18, 2025, the court ordered the Ukrainian government to pay compensation to six people who were detained without sentencing for between two and eight years.
“The applicants complained mainly about the unreasonably long period of their pre-trial detention. […] Having examined all the materials presented, the court did not find a single fact or argument that could convince it to come to a different conclusion about the admissibility and validity of these complaints. […] The length of the applicants' pre-trial detention was excessive,” the document says.
The ECtHR also announced the amounts that the Ukrainian government must pay to the plaintiffs within three months in Ukrainian currency. If the amount is not repaid, interest will be charged (the European Central Bank's marginal lending rate plus three percentage points).
The only person who, according to the decision of the ECHR, is still under arrest (since May 26, 2023) without sentencing is the former judge of the Makarovsky District Court of the Kyiv Region, Alexey Tandir.
The European Court of Human Rights ordered him to pay compensation of €2,100 in material and non-material damage and another €250 in legal costs and expenses.
