The head of the presidential BPM, Marcin Przydacz, announced on Tuesday that President Karol Nawrocki talked by phone with Prime Minister Donald Tusk regarding the invitation he received to participate in the work of the Peace Council. Consultations between the KPRP and the government are being carried out, he said.


In recent days, US President Donald Trump announced the formation of the Peace Council, which will supervise the new authorities of the Gaza Strip – its establishment was included in the peace plan prepared by the US and agreed to by both Israel and the Palestinian Hamas. He received an invitation to participate in the Council from Americans, among others. President Karol Nawrocki, as announced by the head of the presidential BPM on Monday. He also announced that the invitation letter would be the subject of talks with the American side in the near future.

On Tuesday, the presidential minister, asked by Polish journalists in Davos whether Karol Nawrocki had already contacted Prime Minister Tusk regarding this invitation, confirmed that such a conversation had taken place. – The president called the prime minister to talk about the initiative proposed by the Americans, he said.
In Przydacz's opinion, the matter of the Peace Council should be approached with a “cool head” and with full responsibility for Poland's security. Therefore – as he added – the president wants to cooperate with the government in this area.
I am not authorized here to talk about the details of this conversation. It is important that these consultations between the president, the president's office and the government are being carried out – he emphasized.
The head of BPM also said that on Monday, the KPRP submitted a request to the Ministry of Foreign Affairs for an urgent opinion on the American initiative. – We have not received this opinion yet – he added.
Przydacz appealed to the Deputy Prime Minister and the Minister of Foreign Affairs, Radosław Sikorski, to “increase movements” in this matter.. – Discussions about this are a daily occurrence in Davos, so if the government wants to have any part in giving opinions on this matter, it should be done now, today, and not tomorrow, the day after tomorrow, or the day after tomorrow, because (…) matters are gaining extremely far-reaching dynamics – emphasized the presidential minister.
Government spokesman Adam Szłapka, asked earlier on Tuesday by journalists whether there were ongoing talks between the Chancellery of the Prime Minister and the Chancellery of the Prime Minister regarding the invitation to the president to participate in the Peace Council, replied that as far as he knows, the Prime Minister talked with President Nawrocki.
So they are in touch. But the regulations here are clear: Council of Ministers, possible signing, then the ratification procedure, and there is no such decision yet, Szłapka noted.

The head of BPM also referred to media reports regarding France's response to the invitation to participate in the work of the Council. A source close to President Emmanuel Macron, quoted by AFP on Monday, said that despite previous expectations, the Council's “charter” “goes beyond the Gaza issue.” “Important issues arise, including respect for the principles and structure of the United Nations” that cannot “under any circumstances be questioned,” the source added. Trump, reacting to Macron's position, threatened to increase tariffs on wine and champagne from France to 200 percent.
– As you can see, statements that are not very well consulted within their own country, but also with key allies (…) cause some tensionthat we observed in the relations between the presidents of the United States and France, Przydacz pointed out.
He emphasized that the KPRP does not want to build this type of tension, especially in the face of security challenges. – We approach this matter calmly, being in contact with the Americans and with allies from Europe, both Central and Western, and, of course, within the country of Poland – he added.
A billion dollars for a seat on the Peace Council? Przydacz: It's quite an original idea
The presidential minister was also asked about Bloomberg's reports that the US administration wants countries to pay at least USD 1 billion for permanent membership in the Peace Council. If they fail to do so, their term of office would be three years, renewable with the consent of the Council President.
– This is clearly a mixture of political, diplomatic and business perspectives, as in the situation in which However, the president of the United States is a businessmann, in some way not surprising. But it is quite an original idea, noted the presidential minister. As he pointed out, three years is a very long time in international politics. – We will see what will happen in these three years and whether and in what form this Council will function – he emphasized.
– So we approach this expectation calmly, there is no decision on the Polish side to pay any such large, far-reaching amounts in connection with this invitation (to the Peace Council) – added Przydacz. He noted that the invitation “is, of course, a form of appreciation for Poland and its role in international politics.”
The government warns: Participation in the Trump Peace Council requires the consent of the Council of Ministers
The Council of Ministers listened to information from the Deputy Prime Minister and Minister of Foreign Affairs, Radosław Sikorski, on the proposals submitted by US President Donald Trump, said government spokesman Adam Szłapka on Tuesday. He emphasized that Poland's participation in any international organization requires prior consent of the government.

After Tuesday's government meeting, Szłapka announced that the Council of Ministers had listened to information from the Minister of Foreign Affairs “about the proposals submitted by President Donald Trump.”
The government spokesman said that in this context one of the elements of Art. needs to be emphasized. 89 of the Constitution, according to which – as he said – “any participation of Poland in any international organization or international agreement requires the consent of the Council of Ministers.”
– In order for such consent of the Council of Ministers to be expressed, an in-depth analysis is obviously required in each such important matter – Szłapka noted.
To the question that if consent is needed for the president's participation in the Peace Council, when was there formal consent for Prime Minister Donald Tusk's participation in the coalition of the willing (a group of countries supporting Ukraine), Szłapka replied that he expressed himself very precisely on this issue. – Participation in non-governmental organizations or assuming obligations for Poland in the form of international agreements always requires a specific procedure, i.e. consent of the Council of Ministers, signature and ratification, if any formula is a formula of an international organization or an international agreement, and the coalition of willing people is not an international organization – said the government spokesman.
Prime Minister Donald Tusk expressed a similar tone on Monday, who in his entry on the X platform emphasized that “Poland's accession to an international organization requires the consent of the Council of Ministers and ratification by the Sejm.” “The government will be guided only by the interest and security of the Polish state. And we will not let anyone play the game,” the head of government emphasized.
The receipt of an invitation from the US to participate in the Peace Council was confirmed by, among others, the prime ministers of Hungary and Turkey, Viktor Orban and Recep Tayyip Erdogan, as well as the leaders of Russia and Belarus – Vladimir Putin and Alexander Lukashenko. France, Great Britain and Canada also confirmed receiving the invitation. According to AFP, invitations were sent to about 60 countries.
The Peace Council is primarily to supervise the implementation of Trump's peace plan for the Gaza Strip, but it is possible that it will also deal with other international conflicts, including the war in Ukraine and the situation in Venezuela.
The Council is headed by the American president, and its members are also to include: US Secretary of State Marco Rubio, Washington's special envoy Steve Witkoff and the US president's son-in-law Jared Kushner, former British Prime Minister Tony Blair, as well as, among others, American billionaire Marc Rowan, president of the World Bank Ajay Banga and adviser to the US president Robert Gabriel. The representative of the Council in the Gaza Strip is to be Bulgarian diplomat Nikolai Mladenov. (PAP)
