In Poland, as snow surprised road workers at the end of last year, the situation now seems to be under control, but the weather situation is still very difficult for road traffic. We asked the Warsaw City Cleaning Authority about the current costs of the winter campaign.

On the last day of the old year, we were informed that activities in the context of the snowstorm of December 30 in the areas for which the City Cleaning Board is responsible they cost approximately PLN 9 million. It was the cost of five actions of 170 plow spreaders on 1,500 km of streets – in practice, continuous operations from 5:00 a.m. on Tuesday, December 30, to 7:30 a.m. on Wednesday, December 31 – the social communication department of the Warsaw City Cleanup Board told Business Insider at the time.
We now have an update on this data after 18 days of snow. “Currently, the cost of winter activities on streets and pedestrian areas, for which the City Cleaning Authority is responsible, amounts to PLN 64 million” – the city informed us. “This season sand spreaders have already been deployed 44 times” – added.

As indicated, the cost includes work not only on the streets, but on four million square meters of sidewalks, which are also carried out continuously during snowfall.
“It is worth noting, however, that these are not the full costs of activities in the capital – the City Cleaning Authority organizes snow removal and protection against slipperiness of some areas, key streets where city buses run and pedestrian areas. In addition to ZOM, district offices that commission work in municipal areas, the General Directorate for National Roads and Motorways on expressways, as well as other area managers on internal and housing estate roads, and in the case of adjacent sidewalks, are also responsible for snow removal in Warsaw. to real estate – also the managers of these real estates,” informs the social communication department of the Warsaw City Cleanup Authority.

64 percent reserves for snow removal costs exhausted
City Cleaning Authority for the current winter season has PLN 100 million reserved in the budget. According to information, it has already been exhausted in 64%. How much Warsaw will ultimately spend for the winter will be revealed at the end of the season, because the final costs are generated by the activities carried out, not by the companies' six-month availability to undertake them.

The costs of winter activities in the areas for which the City Cleaning Authority is responsible were as follows:
- 2025/26 – 44 activities for PLN 64 million, PLN 100 million reserved,
- 2024/25 – 39 activities on the streets and works on sidewalks cost PLN 53 million, PLN 78 million was reserved,
- 2023/24, the cost of 47 activities on streets and sidewalks amounted to PLN 72.5 million, PLN 80 million was reserved,
- 2022/23 cost of 39 activities – PLN 60 million, reserved PLN 79 million,
- 2021/22 cost of 38 activities – PLN 54 million, reserved PLN 68 million,
- 2020/21 – cost of 47 activities – PLN 57 million, PLN 72 million reserved.
