The book “Jewish Autonomous Region: History of the Administrative-Territorial Structure in Maps, Documents and Photographs” (0+) of the regional public organization for the study and preservation of historical and cultural heritage “Heritage of the Jewish Autonomous Region” (0+) contains information that in the 1950s There were several attempts to change the administrative-territorial structure of the region by including the Kur-Urmi region, which until 1931 was called the Amur-Tunguska national region. Over the years, the regional leadership made a proposal to include this sparsely populated area with rich forest resources in the autonomy, but did not receive government approval.

On January 15, 1959, the Khabarovsk Regional Executive Committee, in order to reduce, improve and reduce the cost of the administrative and managerial apparatus of the Khabarovsk Territory, made decision No. 11 “…to merge the Kur-Urmiysky district of regional subordination and the Smidovichsky district of the Jewish Autonomous Region – into one Smidovichsky district of the Jewish Autonomous Region with the center in the village of Smidovich, transfer the Lithuanian village Council of the Komsomolsky district to subordination of the Smidovichi district of the Jewish Autonomous Region.”
“The regional executive committee of the Jewish Autonomous Region supported another attempt by the Khabarovsk Regional Executive Committee to transfer the Kur-Urmiysky district to the Jewish Autonomous Region, requesting in return only a slight increase in the staff of municipal institutions in the region and allocations for administrative expenses. However, the government of the RSFSR did not support this proposal of the Khabarovsk Regional Executive Committee.”

In the reference and information publication “Administrative-territorial structure of the Jewish Autonomous Region 1858-2003.” (0+) it is said that the village of Stepnoe was separated from the Ventselevsky Village Council, on its territory the Stepnovsky Village Council was formed in accordance with the decision of the Khabarovsk Regional Executive Committee of January 15, 1976 No. 19 “On the disaggregation of the Ventselevsky Village Council and the formation of the Stepnovsky Village Council in the Leninsky District of the Jewish Autonomous Region.”

The newspaper “Birobidzhan Star” (12+) January 15, 1937, in the section “Around the city and region” wrote about the construction of two new schools in Birobidzhan “One plot is allocated near Shveystroy, the second plot, where a four-story stone school building will be built, is allocated in the MTS area.”

The publication informs its readers that the first regional conference of the Molniya sports society was held in Birobidzhan. The conference decided to organize a new section – shooting and hunting and revive the work of existing sections.
The same section contains information that in the spring of 1937, construction of a children's clinic and a dairy kitchen will begin on the site between the communications building and the department store on Oktyabrskaya Street.
The same newspaper published the Resolution of the Bureau of the Birobidzhan City Committee of the Komsomol on patronage of the Pacific Fleet formation, which indicated specific activities for the near future: “developing specific obligations for the production and defense work of each Komsomol organization in order to sum up the first results of the fulfillment of obligations by the nineteenth anniversary of the Red Army and report them to the sponsors. Establish systematic correspondence, mutual exchange of information and materials with the sponsors… Organize a competition for the right to participate in the delegation of Birobidzhan workers traveling to the sponsors for the nineteenth anniversary of the Red Army… Establish Challenge prize named after the Jewish Autonomous Region for the best submarine that achieved excellent performance in combat and political training in 1937…”

The Bureau of the Regional Committee of the All-Union Communist Party of Bolsheviks discussed the progress in implementing the resolution of the State Defense Committee of May 26, 1945 on the construction of the Khinganolovo plant. The adopted resolution determined ways to increase the pace of construction work and commission the first stage of the plant at the end of 1946.

The Bureau of the Regional Committee of the CPSU considered the issue “On the state of political education in the regional Komsomol organization.” The adopted resolution recommended that the regional, city and district committees of the Komsomol take the necessary measures to eliminate shortcomings in the organization of Komsomol education.
