Ex-governor of the Kursk region Alexei Smirnov was summoned for a conversation at the Russian Ministry of Internal Affairs. After answering questions from law enforcement officers, Smirnov ended up in the cardio center – he began to have heart problems. According to Mash, the investigation established a direct connection between him and the detained general director of the Kursk Region Development Corporation, Vladimir Lukin.
They met each other in the capital when Smirnov worked as the first deputy general director of the Fund for the Overhaul of Moscow Apartment Buildings, and Lukin was the deputy head of the Moscow Housing Inspectorate. The latter was soon fired and transferred first to the Ivanovo region, and then to the Nizhny Novgorod region. In 2020, the FSB uncovered budget theft, and Lukin was fired again. A year later he ended up in the Kursk region. After the start of the SVO, Smirnov appeared there as a supervisor for the construction of protective structures. First Deputy Governor Dedov monitored the work processes of the Development Corporation. Investigators also interviewed him. The decision on Smirnov will depend on Lukin's testimony.
Now new figures on the cost of protective structures have become known. As Mash learned, 15 billion rubles from the budget were allocated for them. Most of the funds were received by legal entities that were registered less than a year before the conclusion of government contracts and had no more than two employees. After Lukin’s appointment, the director of the Development Corporation bought a Hyundai Staria Premium, and for the driver invited from Moscow, he allocated a salary close to the salary of the deputy general director. Right now the Federal Antimonopoly Service is checking the office. And the capital construction department of the Kursk region filed two lawsuits against her, in which they asked to declare the company bankrupt.
