A case of fraud during the construction of a controversial interchange on the Northern Highway was investigated in Krasnoyarsk

The regional Main Investigative Directorate of the Investigative Committee announced the completion of the investigation into the criminal case against the president of the Sibiryak company and the ex-head of the Krasnoyarsk Capital Construction Department. Construction businessman Vladimir Egorov was charged with two counts of fraud on an especially large scale, and Alexander Meshcheryakov was charged with fraud and abuse of power.

It was established that in the period from March 2022 to October 2023, as part of the implementation of a municipal contract for the construction of a highway interchange on the Northern Highway in Krasnoyarsk, the founder of Sibiryak ensured that false information was entered into the design documentation by inflating the cost of the beams of the span, and the former head of UKS approved the submitted documents. Vladimir Egorov disposed of the stolen money in the amount of more than 138 million rubles at his own discretion, the investigation believes.

Besides, in the period from March 2022 to May 2024, the head of Sibiryak, when executing municipal contracts for the construction of 14 panel five-story houses in the Yubileiny microdistrict of Lesosibirsk, used a sand and gravel mixture of lower quality and significantly different in price. Afterwards, he ensured that deliberately false information was entered into reporting documents, thereby committing the theft of budget money in the amount of more than 168 million rubles.

In order to compensate for damage, the property of a construction businessman worth more than 300 million rubles was seized.

Currently, the criminal case of Egorov and Meshcheryakova By Part 4 Art. 159 and paragraph “e”, part 3, art. 286 of the Criminal Code of the Russian Federation sent to the prosecutor's office for approval of the indictment and subsequent transfer to the court for consideration on the merits.
