e-Delivery mandatory from 2026. The Ministry of Digitization announces a revolution


Offices have until December 31, 2025 to prepare for the changes. From the new year, correspondence (decisions, notifications or responses to applications) will be sent primarily to electronic inboxes. The e-Delivery system works like a registered letter with acknowledgment of receipt, but fully online, with guaranteed delivery and without the risk of lost shipment.
The Ministry of Digitization appeals to the heads of offices that have not yet implemented the new solution to take urgent action. The lack of an e-Delivery address after January 1, 2026 may prevent the proper performance of statutory obligations. Offices should, among others: set up an electronic address, check the configuration of EZD (Electronic Document Management) systems, update forms and inform citizens about new communication rules.

For the average citizen, e-Delivery means faster and more convenient contact with the administration. Setting up an address is voluntary, but increasingly necessary when using e-services. If someone does not have a mailbox, the office will use the so-called hybrid service – the letter will be sent electronically, then printed and delivered by post. In addition to hybrid deliveries, it is possible to appoint a representative who will handle the electronic mailbox on behalf of the interested party. Many municipalities also have digital support points to avoid digital exclusion, including: among seniors.

The changes are particularly important for entrepreneurs. For most companies, the deadlines for setting up an e-Delivery address have already passed. Entities entered in the National Court Register before January 1, 2025 had to implement the system by April 1, 2025, and representatives of public trust professions – from the beginning of this year. Only CEIDG entrepreneurs registered before 2025 have until October 1, 2026.

From 2026, e-Delivery will also replace correspondence previously conducted by ePUAP. In many cases, sending letters using the old platform may turn out to be ineffective. Therefore, the Ministry of Digital Affairs encourages you not to leave changes until the last minute and set up an e-Delivery address now – the procedure is quick and possible completely online.
