“No” to the use of Russian assets, “yes” to a loan
On Friday morning, the President of the European Council, Antonio Costa, announced the agreement between European leaders to grant a loan to Ukraine. Support in the amount of EUR 90 billion for Kiev is to come from common debt guaranteed by the EU budget. “We will urgently provide a loan supported by the EU budget,” he said.
However, the leaders of European countries did not agree to the use of frozen Russian assets for this purpose – the discussion on this matter lasted almost all night. Belgium, where most of the funds are located, was opposed to the use of these deposits.

President Karol Nawrocki announced his veto of three bills – concerning education law, an increase in excise duty and an increase in the so-called sugar tax. This decision was criticized by parts of the political scene. The decision of the head of state was criticized by, among others: Minister of Education Barbara Nowacka and Minister of Finance Andrzej Domański. “A veto against changes in education law, supported by embarrassingly non-substantive arguments. Only politics and phobias,” said the head of the Ministry of Education.
The Sejm will resume its sessions on Friday. The MPs will deal with, among others: the government's report on the implementation of the Act on assistance to citizens of Ukraine, a draft amendment to the Act on Polish Citizenship and draft acts amending the Act on Income Tax and the liquidation of the COVID-19 Countermeasure Fund.
In turn, the Minister of National Defense Władysław Kosiniak-Kamysz will take part in the signing of a package of contracts for the supply of reconnaissance systems, electronic warfare and Leopard 2PLM1 tank simulators in Warsaw.
PiS MEP Michał Dworczyk is to appear before the Warsaw district prosecutor's office to be interrogated as a suspect and hear charges in the case of the so-called email scandal.
Representatives of the US and Ukraine will meet in Miami, Florida. The delegations will discuss the draft peace agreement.
Meanwhile, Russian leader Vladimir Putin is scheduled to appear at a press conference during which he will answer questions from the floor.
