The financing of the program comes from the Modernization Fund.
Support from the Energy for Rural program includes the construction of:
- photovoltaic installations
- wind installations
- hydropower plants
- biogas/agricultural biogas plants under high-efficiency cogeneration
- energy storage (provided that it is integrated with a source implemented as part of one of the above investments)
The beneficiaries of the program may be farmers and energy cooperatives or their members.
Energy for the countryside and the Modernization Fund. What is this?
Intensity and form of funding is addicted to, among others, on the type of entity applying for support, the type of RES installation and its capacity. The subsidy may amount to 45%. up to 65 percent eligible costs (for biogas plants and hydropower plants), and the loan up to a maximum of 100%. eligible costs of the project.

As explained by the National Fund for Environmental Protection and Water Management, the Modernization Fund (FM) is a financial instrument financed with funds from the sale of 4.5 percent. the overall pool of CO2 emission allowances under the EU Emissions Trading System EU-ETS. The sale of these allowances is carried out in semi-annual tranches by the European Investment Bank. This money supports the modernization of the energy system, improved energy efficiency and zero-emission transport in Poland and 12 other European Union countries.
It is estimated that Poland may receive approximately PLN 60 billion from the Modernization Fund in 2021-30. Pursuant to the Act on the greenhouse gas emission allowance trading system, the function of the National Operator of the Modernization Fund is performed by the National Fund for Environmental Protection and Water Management.
“Each action financed under the FM contributes to reducing greenhouse gas emissions and saving primary energy, in particular by increasing the share of renewable energy sources,” emphasizes the National Fund for Environmental Protection and Water Management in the release.
