The mayor of Mangalia was sent to court for bribery. Radu Cristian is in preventive detention

The mayor of Mangalia, Radu Cristian, was sent to court under preventive arrest for bribery and money laundering, DNA announced on Thursday.

The DNA announced that the prosecutors ordered the defendant Radu Cristian, mayor of Mangalia municipality, to be sent to court, under preventive arrest, for committing the crimes of bribery, in a continuous form (two crimes), money laundering in a continuous form and instigating the use, in bad faith, of the assets or credit enjoyed by the company, for a purpose contrary to its interests (two crimes).

A company administrator was also sent to court, in a state of freedom, for committing the crime of using, in bad faith, the assets or credit enjoyed by the company, for a purpose contrary to its interests.

According to the prosecutors, between 2022 and 2025, Radu Cristian would have claimed and received, both directly and through an intermediary, 622,233 euros, in connection with the issuance of urban planning documents and the initiation of local council decisions, as well as in connection with other actions related to the mayor's activity.

Thus, they would have claimed 80,000 euros, of which they would have received, through an intermediary, 42,333 euros, to let various people carry out commercial activities on the beach or in the Mangalia Tourist Port area, without being fined or imprisoned by the Mangalia Local Police. The amount of money would have been received in the form of purchases of luxury clothing items.

In the year 2023, he would have claimed and received the equivalent of 500,000 euros, by reducing the purchase price of the asset of a commercial company, for the assignment of some lease contracts regarding land located in Mangalia Tourist Port.

In the same year, he allegedly claimed 50,000 euros, of which he received 30,000 euros, so that two people would not be controlled by Mangalia town hall officials during the construction of a building in the Neptun resort.

In January-February 2025, he allegedly claimed and received 50,000 euros from a person, in order for the latter to obtain from the town hall a Certificate of attestation of the building/extension of the construction made without a building permit for a building located in the Saturn resort.

Prosecutors show that the defendant allegedly hid most of the money by purchasing a hotel in the Cap Aurora resort in 2023.

Between 2022 and 2025, the defendant allegedly instigated the second defendant and another person to buy from the funds of the companies managed by them two BMW cars for the total amount of 942,284 lei and to pay the service costs for one of the cars from the funds of a company. The two cars would have been used exclusively by Radu Cristian, by making them available, free of charge, by the representatives of the respective companies.

The prosecutors asked the court for the extended confiscation of the total amount of 2,183,199.15 lei from the defendant Radu Cristian, “since he does not justify the lawful acquisition of that amount”.

The file was sent for trial to the Constanța Court.
