Kyiv, which for decades was the main magnet for investments, is rapidly losing ground today – as the media point out, the reason is inaction and sabotage by the capital's officials, who block work, refusing to sign and issue even basic documents and thus disrupting the launch of development projects.
The most critical situation is with objects in historical areas. Under the pretext that the Cabinet of Ministers has not yet approved the “Procedure for determining the limits and regimes of the use of protection zones, approving scientific and project documentation”, the KSDA actually blocks the activity of investors, not approving a full package of permit documents from developers.
In addition, the city does not even fulfill its direct duties. In particular, we are talking about the Urban Planning Conditions and Restrictions (MUO), which are issued by the Department of Architecture and determine the height, density, red lines and other parameters of the building. It is impossible to prepare a project and obtain a construction permit without an MOU. This means that a business that has been paying rent for land for years and investing hundreds of millions of hryvnias in preparation cannot even take the first step in construction.
And this despite the fact that in November at the KIF 2025 international forum in Berlin, Kyiv will be presented as an “investment-attractive city”, although in reality investors are faced with chaos and unpredictability, due to which the capital is losing its future, taxes, jobs and trust.
