A new survey upsets the calculations for Bucharest City Hall. Important distance for the first two candidates

The race for the Capital City Hall is an extremely close one, and the winner depends on the mobilization of people to vote, according to an INSCOP survey published on Thursday. Ciprian Ciucu, the PNL mayor of Sector 6, is in first place among those who say they are sure to go to the polls on December 7. Daniel Băluță, the PSD mayor of Sector 4, leads the ranking of those who expressed a voting option, but are not sure that they will go to the polls.

  • Both candidates, Ciprian Ciucu and Daniel Băluță, increased in the survey conducted on December 2-3, compared to the scores they had in the previous INSCOP survey in November.
  • The distance between Ciucu and Băluță increased compared to the candidate who is in 3rd place, Anca Alexandrescu is among those who say that they are sure to go to the vote.

Ciprian Ciucu, in first place among those who are sure to vote

Among those who are sure to vote (more precisely 52.6% of the total sample), 28.9% would vote for Ciprian Ciucu as general mayor (compared to 27.1% in November), 27.4% for Daniel Băluță (compared to 24% in November), and 21.2% for Anca Alexandrescu (compared to 21.3% in November).

According to the survey, 10.9% of Bucharest residents would choose Cătălin Drula (compared to 12.1% in November), and 8.3% Ana Ciceăla (compared to 7.6% in November). 3.3% indicate another candidate (compared to 7.9% in November).

Daniel Băluță, in first place among potential voters

In the ranking of those who expressed a voting option (71.2% of the total sample), 28.2% would vote for Daniel Băluță (compared to 26.6% in November), 27.1% for Ciprian Ciucu (compared to 24.2% in November), and 21% for Anca Alexandrescu (compared to 19.1% in November).

In this ranking, 11.1% of Bucharest residents would choose Cătălin Drula, and 6.9% express their preference for Ana Ciceăla (compared to 6.5% in November). 5.7% indicate another candidate (compared to 12% in November).

  • The Inscop survey was conducted between December 2-3, 2025 using the CATI method (telephone interviews), the volume of the simple, stratified sample being 1,200 people, representative of the significant socio-demographic categories (sex, age, occupation) for the non-institutionalized population of the Municipality of Bucharest, aged 18 and over. The maximum allowed error of the data is ± 2.8 %, at a confidence level of 95%

What other surveys say

A CURS survey published on Wednesday shows the PSD candidate for Bucharest City Hall, Daniel Băluță, with 26% of the voting intention. In second place is the PNL candidate, Ciprian Ciucu (the councilor of Sector 6), with 23% of the votes, closely followed by Cătălin Drula. The two are separated by a difference of only one percent: the USR candidate is rated at 22%. In fourth place is the independent candidate supported by AUR, Anca Alexandrescu, with 17% of the votes.

An AtlasIntel research published on Tuesday by HotNews showed that Daniel Băluţă is followed by Anca Alexandrescu in voting intentions by a tiny distance.

According to the AtlasIntel survey, the PSD mayor of Sector 4 is credited with 23.3% and is followed by the candidate supported by AUR, with 23.2%. 1.5% behind them is the PNL mayor of Sector 6, Ciprian Ciucu, credited with 21.7%. On the 4th place is the USR candidate, Cătălin Drula, with 15.5%, followed by the SENS candidate, Ana Ciceăla, with 8.4%.
