

The agency claims that the document, which its journalists reviewed, was prepared for negotiations in Geneva (Switzerland), which began on November 23 and at which the US “peace plan” is being discussed.
The proposals were prepared by Great Britain, France and Germany, the media notes.
Points about which, in particular, Reuters writes:
- it is proposed to limit the size of the Ukrainian army to 800 thousand people “in peacetime” (the US plan proposes 600 thousand);
- negotiations should begin from the line of contact (and not from the “de facto Russian” regions of Ukraine);
- Ukraine must receive security guarantees from the United States similar to the provisions of Art. 5 of the North Atlantic Treaty (not in the US “peace plan”);
- NATO's restoration of Ukraine is proposed at the expense of Russian assets, which will be frozen until “until Russia compensates for the damage to Ukraine” (Washington's plan proposed US participation in reconstruction and profit from it).
Reuters data differs somewhat from the version published earlier on November 23 by the British The Telegraph. For example, the British do not write about any restrictions on the number of Ukrainian military personnel.
