The mayor of Mangalia remains in custody. The court accepted the appeal of the prosecutors against the placement under house arrest

The judges of the Constanța Court of Appeal decided on Friday to keep the suspended mayor of Mangalia, Cristian Radu, in preventive detention, admitting the appeal of the anti-corruption prosecutors against the decision of the Tribunal, that he be placed under house arrest, informs Agerpres.
By the decision of the magistrates of the Court of Appeal, which is final, the preventive arrest of Cristian Radu is extended by another 30 days.
The day before, the judges of the Constanța Court decided to place the suspended mayor of Mangalia, Cristian Radu, investigated for bribery and money laundering, from preventive arrest to house arrest. The decision of the magistrates of the Court was then attacked by the anti-corruption prosecutors at the Constanța Court of Appeal.
According to the National Anticorruption Directorate (DNA), the mayor of Mangalia, Cristian Radu, was detained on August 21 and subsequently remanded in custody for committing five crimes of bribery, one of which was continuous and a crime of money laundering, with a loss of over 640,000 euros.

“During the period 2020 – 2025, the defendant Radu Cristian, as mayor of the municipality of Mangalia, would have claimed and received, both directly and through an intermediary, the total amount of 645,000 euros, in connection with the issuance of urban planning documents and the initiation of local council decisions, as well as in connection with other actions related to the activity of the mayor”, the statement sent by the prosecutors states anti-corruption.
According to the investigators, in the period 2022-2024, the mayor of Mangalia claimed 80,000 euros, of which he received through an intermediary the sum of 42,333 euros, in order to let various people carry out trade activities on the beach or in the Mangalia Tourist Port area without being fined or imprisoned by the Mangalia Local Police. The money would have been received in the form of purchases of luxury clothing items.
During 2020, Cristian Radu would have claimed 70,000 euros, of which he would have received through an intermediary the sum of 20,000 euros, in order to issue an urban planning certificate and subsequently a construction permit for a P+12 residential building in the Neptun resort.
In the year 2023, he would have claimed and received a benefit, namely the equivalent of 500,000 euros by reducing the purchase price of the asset of a commercial company, for the assignment of some lease contracts regarding lands located in Mangalia Tourist Port. In the same year, the mayor of Mangalia would have claimed the amount of 50,000 euros, of which he would have received 150,000 lei, so that two people would not be controlled by the city hall officials during the construction of a building in the Neptun resort.
At the beginning of 2025, Cristian Radu allegedly demanded and received the sum of 50,000 euros from a person, so that he could obtain from the Mangalia City Hall a certificate of attestation of the building/extension of the construction made without a building permit, in the Saturn resort.
At the same time, the defendant Radu Cristian allegedly concealed and concealed a large part of the mentioned sums of money, through the purchase in 2023 of a hotel in the Cap Aurora resort.
