On November 18, the State Duma adopted the draft Russian budget for 2026 in the second reading. It provides for an increase in VAT from 20 to 22 percent. and an increase in taxes for small and medium-sized enterprises. At the same meeting, deputies adopted an act on the technology fee to be paid by buyers of imported household appliances and electronics.
The Kremlin realizes that these measures cause dissatisfaction among Russians. The authors of the guidelines require propagandists to convince readers that a “small increase in taxes” is definitely better for them than a reduction in social spending.
The Kremlin has a solution for everything
To show that the Russian authorities are right, administration employees advise giving examples of European countries that allegedly “sacrifice social spending for the sake of military spending.” At the same time, employees of loyal media should remind about new social and infrastructure facilities. “You shouldn't give up on it, it's better to invest a little in security,” suggest the authors of the propagandists' handbook.
The authors also took into account society's fears that prices will increase as taxes increase. In their opinion, in order to dispel the anxiety of Russians, it is necessary to inform them that taxes will only increase “slightly” will affect inflation.
Moreover, the presidential administration strongly recommends that the pro-government press try to direct the audience's attention to the tax increase for bookmakers. It should be presented as a “fair” measure.
The authors of the textbook found a formulation that allows you to avoid sharp issues when talking about the new taxation rules and, surprisingly, even emphasize the generosity of the Russian authorities. Unpopular measures in the tax sphere are now called “ending the tax relief period”. One of the arguments in favor of the increase was formulated as follows:

“Far-sighted decision”
At the same time, the authors claim that the increase will only affect 15 percent companies. They also emphasize that the introduction of a simplified taxation system resulted in some entrepreneurs dividing their companies in order to pay less taxes.

As a result, according to the intention of the authors of the textbook, Russians should gain a sense of security “real threat from the West and Ukraine”and, consequently, the logical “demand for increased investment in security.” To bring readers and viewers to this conclusion, employees of the censored media are offered to publish “military statements of the leaders of European and NATO countries.” This time, their statements should not be ridiculed (the propaganda media often do this). On the contrary, the materials should emphasize the “seriousness of their intentions.”
To achieve its goal, the administration even allows propagandists to “forecast” that the number of shellings on Russian territory will increase and “subversive activities [Ukrainy] will intensify.” As a result, Russians should become convinced that “life is more important than your wallet”.
