The Ministry of Energy extends the deadline for SMEs. Changes to the Energy Prices Act


This change results from the need to improve support mechanisms for electricity and heat consumers. Originally, the deadline for submitting declarations was February 28, 2025, but was extended to June 30, 2025. The Ministry indicates that despite the earlier extension of the deadline, many entrepreneurs have still not managed to fulfill their obligation. The project aims to facilitate this process and avoid a situation in which companies would have to return public aid.

Changes regarding the heating voucher
The amendment also covers other aspects related to energy. It is planned, among others, adjustment of compensation settlement dates by the Settlement Administrator, in accordance with the Act on the Capacity Market and the Act on the principles of covering costs incurred by producers as a result of early termination of long-term power and energy sales contracts. The project also assumes changes to the regulations regarding heating vouchers.
The Ministry proposed to exempt communes from the obligation to consider applications for heating vouchers in cases where there are no heating systems in a given commune or the price of district heating does not exceed PLN 170 per GJ. Current regulations require offices to consider even unfounded applications, which generates additional administrative costs.
Simplifying procedures
The project also includes a change regarding the deadline for publishing the single-component net heat price by energy companies. This applies to the heating voucher for the period from January 1, 2026 to December 31, 2026. Applications for the voucher can be submitted from July 1, 2026, and the price publication date has been moved from April 30 to May 31, 2026. The Ministry explains this correction as “the need to correct an error”.
The proposed changes are aimed at simplifying procedures and adapting regulations to the real needs of energy consumers and public administration. Extending the deadline for SMEs is a step towards supporting a sector that has been struggling with many difficulties in recent years.
