Vladimir Putin has appointed Deputy Defense Minister Colonel General Andrei Bulyga as deputy head of the very influential Security Council, Reuters reports, citing information posted on the Kremlin's website on Saturday. His successor as deputy minister will be Colonel General Alexander Sanchik. Bulyga has served as deputy minister of defense for logistics since March 2024.

Also on Saturday, Russian Foreign Minister Sergei Lavrov announced that work was underway to prepare, at Putin's request, a proposal for a test of Russian nuclear weapons.
— As for President Vladimir Putin's instructions from the Security Council meeting on November 5, they have been accepted, accepted for implementation and work has started on them, Lavrov told reporters.
He also added that Russia has not received explanations from the US regarding President Donald Trump's order to resume nuclear weapons tests.
Earlier, during a meeting with the management staff of ministries and services responsible for the security sector, Vladimir Putin announced that Russia would have to take appropriate retaliatory measures in response to nuclear tests of other countries.
On October 30, Trump announced that he had ordered the resumption of nuclear weapons tests, and on his social media platform Truth Social he stated that “this process will begin immediately.”
