LAST TIME Businessman Fănel Bogos, remanded in custody, in the case in which the DNA investigates him for buying influence

The Vaslui court recently decided on the preventive arrest of the businessman Fănel Bogos, who is accused by the anti-corruption prosecutors of blackmail and buying influence.

  • Mediafax wrote on Wednesday, citing transcripts from the file, that Bogos used “networks of influence” to change the leadership of DSVSA Vaslui, also reaching Prime Minister Ilie Bolojan. The government confirmed that the prime minister met with Bogos, who accompanied a PNL leader to the meeting, but the discussion “had no consequences”.
  • The government's version is confirmed by a transcript from the file, in which a close friend laughs at Bogos for talking to Bolojan, who said he “doesn't interfere.”

In the case of the other three defendants, the judge of rights and liberties rejected, on Thursday evening, the arrest proposal and ordered the measure to be placed under judicial control.

The businessman Fănel Bogos, from Vaslui, the administrator of a company in the field of poultry breeding, was previously detained on Thursday by the DNA prosecutors, being accused of instigating blackmail in a continuous form and buying influence in a continuous form.

In the same file, three other people were detained for influence peddling, bribery and blackmail and two people were placed under judicial control for committing the crimes of influence peddling and blackmail, respectively complicity in influence peddling.

Bogos' meeting with Prime Minister Bolojan

Bogos is accused by the DNA of having appealed to influence networks that “reached the level of decision-making factors in the central administration”, trying to get the management of DSVSA Vaslui changed with people “who illegally promote financial interests”.

According to the prosecutors, Fănel Bogos was helped in his endeavor by former generals and secret service officers.

SIE reserve general Nicolae Iana (reserved in 2003), former DNA military prosecutor Vasile Doană and two SRI reservists are also targeted by DNA prosecutors in the case of Fanel Bogos, G4Media wrote, citing judicial sources.

According to Mediafax, the name of Prime Minister Bolojan also appears in the transcripts, with Bogos reaching a meeting with the Prime Minister. Mediafax writes, quoting statements from the transcripts, that the businessman paid 1.5 million euros to the person who brokered an audience with Prime Minister Ilie Bolojan.

The spokeswoman for the Government, Ioana Dogioiu, confirmed, in a reaction to HotNews, that Prime Minister Ilie Bolojan met on September 23 with businessman Fanel Bogos and the president of PNL Vaslui, Mihai Barbu.

The discussion between the three “lasted about 15 minutes” and “did not have any consequences regarding the situation of Mr. Bogos, on which the prime minister did not make any assessments,” Dogioiu said.

As for the money that Bogos would have paid, the Government said, on behalf of Prime Minister Bolojan: “At the same time, Prime Minister Bolojan draws attention that the attempt to obtain or mediate audiences with any dignitary through such methods attracts the responsibility of those who do it, according to the legal provisions, and must be sanctioned as such.”

In the interceptions and statements played by the prosecutors, Bogos states that he was going to have, through Mihai Barbu, PNL Vaslui leader and president of the Railway Reform Authority, a meeting with Prime Minister Ilie Bolojan, to present the situation to him.

Bolojan's reaction

On Thursday evening, Prime Minister Ilie Bolojan declared, on Digi24, that the meeting with Vaslui businessman Fănel Bogos lasted around “15 minutes” and was one in which “absolutely nothing happened”.

“Mr. Barbu (…) came to me with this gentleman, whose name on that date, you realize, he didn't tell me anything. Apart from the general discussions, let's say, he presented his company, what it does and the problems it has from the state authorities, not asking me for anything, I emphasize, on this topic”, continued Ilie Bolojan, referring to the discussion with Fănel Bogos.

Bolojan claimed that the meeting with Fanel Bogos “was a meeting of probably around 15 minutes”, in which “absolutely nothing happened”: “We shook hands and went on”.

Asked what the businessman told him, the prime minister said: “I don't hold back, you understand, exactly, but he was telling me that he is not being treated properly by the public authorities in that area.”

The Prime Minister noted that in the discussion with the businessman from Vaslui, he noted that, although he had come “to discuss political issues”, he “also presented issues that are not strictly from the political area”.

“When you have been in public office for 20 years, thousands of people come to your office, with whom you have meetings, both at the town hall and at the county council. And now at the Government, I have meetings and anyone who requests a meeting, if I see that it is a serious problem, at least from his statements, I try to listen to people, to see if there are problems that can be solved. Absolutely nothing happened here, apart from making this presentation. I had one, an easy one, and now I I remember, I laugh, because when he came to discuss political issues, he also presented issues that are not strictly from the political area”, Bolojan also said.

Prosecutors' accusations

“The defendant BF actually administers, through a commercial company, several poultry farms within Vaslui County, where systematic violations of the sanitary-veterinary rules would have been registered, which would have favored the manifestation of pathogens and diseases among the poultry flocks. In this context, in September 2024, an outbreak of salmonellosis would have been confirmed at the level of a farm, for which the defendant BF would have drawn up and submitted to the DSVSA Vaslui a compensation file for the losses caused by the contamination of the birds through no fault of the company, estimating that he is due an amount of approximately 13 million lei. In the context of the irregularities identified in the farm, Vaslui would have ordered the strict monitoring of the activities of neutralization of the affected birds (approximately 230,000 birds) and would have refused to approve the compensation file affected financial interests, the defendant BF would have undertaken, with the support of several persons and relational circles of influence, steps to replace the executive director of DSVSA Vaslui from his position”, the DNA prosecutors sent, in a press release.

According to the DNA, between March and August 2025, the defendant BF promised and remitted to the said PUS the sum of 200,000 lei, in return for which he allegedly promised that, together with other persons, they would appeal to persons in their relational circle of influence, in order to determine the management of the National Veterinary Sanitary and Food Safety Authority, to illegally promote the financial interests of the respective commercial company.

DNA also claims that:

  • Specifically, the management of ANSVSA should, in the performance of their duties, annul the legal measures ordered by the officials of DSVSA Vaslui, regarding the irregularities found within the farms controlled by the company actually managed by the defendant BF, dismiss the executive director of DSVSA Vaslui and appoint a person to the management of DSVSA Vaslui to approve the compensation files in the total amount of approx. 3,000,000 euros deposited by the respective company.
  • The receipt of the previously mentioned amount of money was allegedly concealed by concluding a consulting contract concluded with a commercial company controlled by the defendant PUS. In the same context and during the same period, the defendant PUS allegedly claimed and received from the defendant BF the sum of 15,000 lei per month, being fictitiously employed as a director of the commercial company, promising in return that he would help the defendant BF to formulate complaints with accusations fictitious to submit to DIICOT and DNA against the director of DSVSA Vaslui, with the aim of dismissing him from his position. In the period from June to September 2025, the defendant BF would have promised the sum of 300,000 euros to the defendants ILM and CRM, so that they intervene alongside people from the management of ANSVSA, in order to favor the commercial company owned by the defendant in the aforementioned sense. In this context, on 10.06.2025 the defendant BF would have remitted more than half of this amount, namely the sum of 200,000 euros, by concluding a consultancy / management contract between his company and another company controlled by the other two defendants.
  • During July 2025, the defendant BF would have promised and offered for the same purpose unquantified sums of money to the defendant ILM. Starting from September 2025 until now, the defendant would have promised sums of money in the amount of approximately 250,000 euros to the defendant AM who would have stated that he has influence on high-ranking state officials and political leaders and that he will determine the leadership ANSVSA to favor the commercial company owned by the defendant BF, for the aforementioned purpose.
  • In this context, on 06.10.2025, the defendant AM would have promised the executive director of DSVSA Vaslui the position of president of ANSVSA, if he will comply with the requests of the defendant BF In the period September-October 2025, the defendant MVO, in the context of the influence he would have with the defendant AM, would have claimed from the defendant BF the amount of approximately 100,000 euros, the remittance of which is to be concealed by being employed fictitiously, as general manager of the respective commercial company. At the same time, in the respective periods, the previously mentioned persons would have exercised acts of coercion on the executive director of DSVSA Vaslui in order to induce him to cancel the measures taken regarding the irregularities found within the respective farms and to approve the compensation files submitted by the defendant BF

In 2022, the businessman from Vaslui was convicted after bribing the head of the Bacău Sanitary-Veterinary Directorate to eliminate a competitor from the market.

From a former CAP bought in 2001, veterinarian Fănel Bogos from Vaslui managed to develop an impressive business, currently reaching over 20 poultry farms in Vaslui, Iasi and Galați, a hatchery station and a meat preparation factory.
