“The analysis of the normative content of the Act of September 26, 2025, the reasons and motives for its adoption and the course of the parliamentary discussion do not justify using my prerogatives to sign this Act and order its publication in the Journal of Laws. I believe that the solutions adopted are systemic and socially unfavorable“- wrote the president in justification of the decision.

President Karol Nawrocki vetoes the bill regarding the insurance industry. What did she assume?
She assumed waiving the obligation for the Polish Financial Supervision Authority to impose penalties for any delay in the claims settlement processuntimely responses to claims or lengthy proceedings regarding payments from the Insurance Guarantee Fund. After the changes The Commission could still impose sanctions, but they would be optional, depending on the supervisory authority's assessment.
The authors of the act argued that such a solution would be provided by the Polish Financial Supervision Authority greater flexibility in reacting to violations and would allow sanctions to be adjusted to the scale of offenses. In their opinion the obligation to automatically penalize insurance companies was too rigid and hampered effective supervision.
However, President Karol Nawrocki assessed that the new regulations would weaken institutional consumer protection, especially for people using compulsory insurance — communication, agricultural and agricultural buildings.

“The proposed solutions could lead to the emergence of negative market practices on a massive scale in the form of untimely payment of compensation to injured and insured persons, including farmers.” – the president emphasized in his justification for the veto.
A veto means that the bill returns to the Sejm, which can reject the president's decision by a three-fifths majority of votes in the presence of at least half of the statutory number of deputies.
