How many employees will leave ANRE, ASF and ANCOM according to Bolojan's law. Many of the positions that will be eliminated are unfilled / What the new organization charts look like

The heads of the regulatory authorities ANRE (energy), ASF (financial supervision) and ANCOM (communications) will present to Parliament, on Tuesday, the proposals to reduce salaries and the number of positions, after the promulgation of the law adopted by the Bolojan Government. According to the reports consulted by HotNews, ANRE will supplement the number of specialist positions, instead of reducing them. Also, ANRE does not specify how many employees actually leave, considering that some positions may be unfilled.
Staff and salary reductions at the National Energy Regulatory Authority (ANRE), the Financial Supervision Authority (ASF) and the National Communications Administration and Regulation Authority (ANCOM) must be made according to Law 145/2025, for which the Bolojan Government assumed responsibility and which was promulgated at the beginning of the month by President Nicușor Dan.
The law establishes three major obligations for each institution:
- 10% reduction in specialized positions, i.e. control, regulatory, licensing personnel.
- The 30% reduction of positions in the support structures, i.e. accounting, legal, IT, secretarial, etc.
- 30% reduction in basic salaries and/or allowances, starting January 1, 2026.
- Until December 31, 2028, ANRE Committee members, ASF Council members, ANCOM presidents and vice-presidents do not receive bonuses or premiums.
What we don't find in the three reports
All three institutions claim, in the reports to be presented to Parliament on Tuesday, that from 2023 until now they have already gone through reorganization processes, with several dozen positions being abolished at each of them.
Also, the three institutions state that following the reductions imposed by the new law, their activity could suffer, and the employee representatives could oppose the reductions. However, they will comply and make the reductions provided by law.
From the ANRE report – a document obtained by HotNews – it is not clear what is the number of employees who are leaving, only the job reductions being presented. However, there may also be unfilled positions. ASF and ANCOM also present the number of employees that will be reduced, not just the number of positions.
In the case of ANRE and ASF, it is not clear how many management positions are affected. The ANCOM report talks about a number of management positions, but it is not clear how many.
ANCOM and ASF also presented the financial impact, the savings that will be made following the reorganization. This figure is not found in the ANRE report.
ANRE slightly increases the number of specialized positions. How much is the total job reduction
The report of the National Energy Regulatory Authority (ANRE) shows a reduction in the total number of positions from 349 to 289. The ANRE reductions do not comply with the scheme of 10% of specialized positions and 30% of positions in support structures. Specifically, it subtracts more from support structures and adds slightly to specialty ones.
Thus, in total, the reduction at ANRE is 60 positions, which means only 17%. ANRE does not specify how many of these positions are management and how many are execution.
Support positions will be reduced from 124 to 58. That means a decrease of 66 positions, which means about 53%. It does not specify how many of these positions are filled.
On the other hand, the number of specialized positions increases from 225 to 231, which means an increase of 6 positions.
ANRE does not specify how many management positions will be reduced.
ANRE claims that the current collective labor agreement is in force until October 14, 2026. However, the law “represents an imperative norm that prevails over any contrary provisions in the internal regulations or in the collective labor agreement.” Thus, the new salary scales will be adopted until January 1, 2026, according to the law.
ASF – out of 503 employees, 39 leave
The Financial Supervisory Authority (ASF) wants to reduce the total number of posts from 544 to 464 by 1 January 2026. This means a reduction of 80 posts, i.e. 14.7% of the total.
ASF claims that “the reduction will affect 10% of specialist positions and 30% of support positions, which means approximately 80 positions. Services will be merged and reorganized, with the abolition of approximately 10 services and the transformation of some independent structures into departments”.
ASF shows that, of these, 35 positions are support structures, and 45 are positions in specialized structures.
According to the ASF, the reduction of positions will lead to a decrease of 39 in the number of employees out of a total of 503, which means about 7%. That is, these are the employees who will actually leave.
The number of management positions that will be affected is not specified.
“Thus, from the total number of 503 employees on 01.01.2025, by applying the legal provisions, on 01.01.2026 the authority will have a number of 464 employees, resulting in a potential reduction of 39 employees in the ASF structures”, the report states.
ASF claims that these reductions will generate a decrease in the annual wage envelope by about 46 million lei, of which:
– reduction of the net salary fund by about 27 million lei;
– reduction of the fund related to taxes, contributions related to salaries by about 19 million lei.
ASF Council members will also see a 30% reduction in allowances starting in January 2026, the report also states.
At ANCOM, out of the 160 reduced positions, only 100 are filled
The National Authority for Communications Administration and Regulation (ANCOM) will reduce the total number of positions by 160 from the existing 736, which means a decrease of about 21%. Of the 160 reduced positions, only 100 are filled.
ANCOM states that in the total number of 736 posts, it did not take into account dignitaries and the staff in their cabinets.
According to ANCOM, the number of management positions will be reduced by 15. It is not clear from how many such posts.
According to the report, “the new organizational structure of ANCOM that will result from the application of Law no. 145/2025 will reflect the following:
– A reduction in the total number of positions in the organizational chart, consisting of approximately 160 positions out of the 736 currently existing (without dignitaries and the staff in their cabinets), of which approximately 100 positions are occupied.
– A reduction of 15 in the number of management positions, a consequence of the application of the 8% percentage to the total number of positions remaining in the organizational chart after the reorganization, which attracted a significant decrease in them”.
The savings at ANCOM are estimated at 28 million lei annually.
What salaries do ANRE, ASF and ANCOM employees receive?
The law is part of package 2 of fiscal measures for which the Bolojan Government assumed responsibility in Parliament.

“The new regulations reduce oversized personnel schemes, eliminate unjustified salary privileges and impose clearer and more transparent rules on remuneration. Thus, these institutions will continue to fulfill their regulatory mission effectively, but in a framework consistent with the economic realities of the country”, said President Nicușor Dan on October 3, when he promulgated the law.
The average net salary at ANRE is 18,635 lei, at ASF it reaches 13,562 lei, and at ANCOM at 12,934 lei, Spotmedia.ro wrote.
The liberal George Niculescu, the president of ANRE, receives a monthly allowance of 75,073 lei net (14,836 euros). The members of ANRE's Regulatory Committee are paid 57,408 lei net/month.
There are 310 employees at ANRE, 551 employees at ASF, and 659 employees at ANCOM.
None of the presidents of the three authorities have published updated wealth declarations. The last published wealth declarations are from June 2024 and show the situation from 2023.
George Niculescu was appointed ANRE president in April 2023, for a five-year term.
Alexandru Petrescu was appointed president of the Financial Supervisory Authority in December 2023, for a five-year term.
Valeriu Ștefan Zgonea was appointed president of ANCOM in May 2023, for a six-year term.
