If the amendment to the CPK Act comes into force, it will be possible to submit an application for a construction permit this year – Filip Czernicki, president of the Central Communication Port, told PAP. He added that the investment process could then start in 2026.

On Thursday, the amendment to the Act on the Central Communication Port (CPK) was adopted by the Senate without amendments. Thus, it will go to the president's desk. The project includes, among others: facilitate the process of expropriation and obtaining compensation by the expropriated.

On the sidelines of the European Forum for New Ideas in Sopot, the president of CPK, in an interview with PAP, drew attention to another provision of this act. As he noted, its adoption allows you to submit an application for a building permit on the basis of immediate enforceability of the first instance decision.

– If the president signs this amendment to the act (…), I hope that shortly afterwards we will apply for the rigor (immediate feasibility – PAP) and we will submit an application for a building permit this year – Czernicki said. He also added that the company has prepared all the documents needed to submit this application.

He emphasized that in such a scenario, in 2026, after obtaining the decision, the investment process could be started. – The first piling works will probably start in mid-year (2026 – PAP); these will be soil reinforcements on the basis of which we will build the terminal – the source told PAP.

As the president of CPK recalled, in January, in the first instance, the Masovian Voivode issued a location decision for the construction of the airport. – It is possible that a decision in the second instance will be issued in the coming weeks – added Czernicki.

The CPK Program is to include, among others: a central airport, located between Warsaw and Łódź, and a high-speed rail system. The new airport is to be initially adapted to handle 34 million passengers per year and designed in such a way that it can be flexibly expanded in the long term, in line with the needs and market development forecasts.

According to the adopted schedule, the construction of the CPK airport in the Baranów, Wiskitki and Teresin communes is to begin in 2026. In 2031, the airport is to obtain the necessary certifications, and in 2032 it is to be put into operation together with the first section of HSR in Poland, Warsaw – CPK – Łódź. The estimated investment cost until 2032 is PLN 131.7 billion. (PAP)
