When and for whom can the army come from? Magda is a nurse and the army has admonished for her


The Act accurately regulates who and in what circumstances can receive a call to the individual, and when the army has the right to temporarily take a private car or property. These are mechanisms that operate not only during the war.

After Magda, a Podlasie nurse with an active mobilization card, the army for the first time came in a pandemic. She got information that she must be ready to organize a field hospital several dozen kilometers from her city, where there was a brigade. For the next few weeks at work she kept a packed suitcase.

– If you are a nurse, the army has the right to come for you always. The military service applies to each of us, regardless of what school she has finished. They come because no one is playing in sending letters, say that I should appear and it's over – he explains. – You have 24 hours in peace to apply. Except to pack. During the crisis, you have no time for anything – he adds.

The service in the Polish army is based today on volunteers who can choose, for example, voluntary basic military service. Despite this, every Polish citizen aged 18 to 60 (and in the case of officers and non -commissioned officers – up to 63 years old) is subject to military obligation and and may be appointed to service.

Military qualification is not a consumption

The first step is the annual military qualification, which aims to assess the ability to serve and create records. They have the obligation to appear before the commission:

  • Men ending in a given year 19 years, as well as men from older years who have not had a specific category of military service ability so far.
  • Women with qualifications useful for the army, in particular graduates of medical, veterinary, psychological, and pharmaceutical fields

Giving the “A” category and transfer to the reserve does not mean a call to the army. This is only a confirmation that a person has has been registered and in the future may be called to exercise or to active service.

Military obligation in peacetime

The most common form of contact of the army with reservists are calls for military exercises. Their goal is to maintain skills and familiarize with modern equipment.

Military exercises of passive reserves can take various forms: from one -day, to short -term (up to 30 days without interruption) to long -lasting (up to 90 days). There are also rotational exercises, taking place regularly, e.g. once a quarter for several days.

The reservist may appeal against the decision to appoint a military exercise within 14 days of its receipt. The basis may be important personal or health reasons, such as running their own business, childcare up to 8 years old (in the case of a parent raising a child – until they have reached the age of majority), as well as taking care of a person with a bed of a sick person or a significant degree of disability.

The Act also provides for exemption from the obligation to exercise for:

  • persons exercising the mandate of a deputy, senator or councilor,
  • people holding managerial positions in state administration,
  • clergy (except for the appointment as a military chaplain),
  • persons detained on time or serving a prison sentence.

During the pandemic Magda appealed against the decision. – I was the only nurse at the Nursing Home. In total, a few people of all staff and sick old people. In addition, a visit to visits. I don't know how the rest would cope if one caught Covid. Then they gave up me, but immediately pointed out that in the event of war they would not look at it.

Appointment for exercises and professional work

An employee appointed to exercise is legally protected. The employer is obliged to grant him unpaid leave for this time and guarantee a return to his current position. In exchange for lost earnings, the reservist receives a cash benefit from the army, the amount of which depends on his military rank and the service position held.

In practice, as Magda emphasizes, these amounts often do not compensate for fully lost incomeand the reimbursement of travel costs is calculated according to the cheapest public transport tariff, and not actually incurred expenses.

Full resumption of compulsory military service occurs in two extreme cases: in the event of a mobilization or during the war. Then all citizens recognized as capable of serving may be appointed to perform defense duties.

Specialists at a premium

The army is regularly looking for and calls for reservists with key qualifications such as IT specialists, translators, electronics, driver or heavy equipment operators. Representatives of medical professions are a group of strategic importance for the army. The obligation to appear before the military commission applies to both men and women.

In peacetime, doctors and medical staff can be regularly called for exercises. In the event of mobilization or war, the civil health service becomes a direct facilities for the army. Doctors may be appointed to serve in field hospitals, military units or to care for civilians. The importance of this professional group is emphasized by the creation of a new type of armed forces planned for September 2025.

A general signed that I am now a boss. If there is a great threat, I will get a call earlier. You will have to go and organize everything, do an inventory, calculate these dressings, medicines. I don't even want to think about it – he adds.

Military obligation, including appearing to qualify or call in the event of mobilization, also applies to Polish citizens staying permanently or temporarily abroad. According to the law, such a person should immediately report to the nearest consulate to regulate his attitude towards military service immediately

When the army needs your property

The Constitution of the Republic of Poland allows for a compulsory occupation of private property for public purposes, and state defense is such an purpose. However, this must take place in accordance with the law and involves adequate compensation.

The army has the right to seal the vehicle from a natural person or company. In peacetime The occupation is possible for the time of readiness tests (up to 48 hours) or military exercises (up to 7 days). It can also take place to combat natural disasters.

During the war, the vehicle can be permanently taken over for the needs of the armed forces.

What does the procedure and the issue of compensation look like? The owner receives an official administrative decision from the commune head, mayor or city president, which imposes the obligation to keep the vehicle in good condition and disclose it on the call. For temporary lending the vehicle is entitled to compensation in the form of a lump sum, whose rates are regulated by the ordinance of the Minister of National Defense. These rates vary depending on the type of vehicle – different for a passenger car, different for off -road, and others for a truck with a specific load capacity.

As in the case of vehicles, The army can temporarily take the property.

  • Temporary occupation It is possible, for example, for the needs of accommodation of soldiers (up to a maximum of six months) or for the time of exercises.
  • Expropriation This is the last resort. It can only occur if the public goal (e.g. building a military base) cannot be achieved otherwise. The procedure is preceded by two -month negotiations with the owner.

Both for the temporary occupation and for expropriation, the owner is entitled compensation. Its amount is determined on the basis of a valuation of a property appraiser and should correspond to the market value of the property. Compensation should also cover possible lost benefits, such as rent.
