There are no major reinforcement expenses. This is missing for defense industry

The increase in defense and security expenditure itself does not guarantee the acceleration of the development of domestic companies, but with good management and strategic planning at the level of the state is a great opportunity that we cannot miss – assess the experts of the Industrial Club of National Security. In their opinion, it is necessary to maximize the participation of the national industry in public procurement, but also support its investments in production potential and innovation. This can build a strong role of Polish industry at least at the regional level.


– The increase in expenses translates primarily into the prospect of the development of Polish companies from the defense sector, they have not yet fully benefited from this planned increase in expenses and this is one of the sources of their ills and concerns – says Newseria Zbigniew Pisarski, president of the K. Pułaski.
From the report of the Industrial Club of National Security “Defense and immunity. Protection prospects of enterprises”, analyzing the situation of about 100 Polish companies, it follows that 33 percent respondents from the defense industry and 40 percent respondents from sectors of strategic importance for the resistance of the state declares so far the lack of noticeable benefits of growing defense and security expenses. Therefore, experts recommend to strive to maximize the participation of domestic companies in the implementation of public procurement, especially defensive. Due to the limited abilities of Polish entities today, many of these orders constitute the so -called Shopping from the shelf, i.e. ready products from foreign concerns. According to the authors of the report, such purchases should be accompanied by a transfer of technology and key competences from selected technological partners. This in the long run will result in an increase in the potential and innovation of Polish companies.
If we are not able to use such a good economic situation for the defense sector as Poland, then this sector will have to be rolled up. I say it very brutally, but there is an extremely favorable economic situation, both politically and economically. Now only a matter of good management and good supervision over State Treasury companies, good use of this moment by the sector of private companies and Poland should gain at least the role of a regional leader. If this does not happen, it will unfortunately be a measure of our failure – says Zbigniew Pisarski.
Among the obstacles limiting the development of the defense industry in Poland, the report also mentions:
- no consistent solutions in the field of strategic planning,
- inefficient communication between administration and enterprises,
- No effective export support tools.
In addition, the problem is the fragmentation of the defense sector, covering both the Polish arms group and the crushed private sector – it hinders effective investment, achieving scale effects and the optimal use of offset obligations. This, in turn, translates into limited possibilities of competing and developing innovation and integration of Polish companies with international supply chains.
– Polska Grupa Zbrojeniowa, which should have a leading role, is currently undergoing some kind of transformation and adapts more to competition on the European market. Earlier, we were a victim of the so -called Medium growth traps and Polish companies mainly directed their offers to the domestic market, thus limiting competition with companies from the region or from the world. Therefore, it is now a time to go beyond the country and become part of various international consortia, fight for the palm of priority at least in the region of Europe. Polish companies with their innovation and good engineers, if not the best in the world, which has been shown many times by various advanced technologies competitions, should simply be among leaders – emphasizes the president of the Foundation K. Pułaski.
In the report of the Industrial Club of National Security, appointed by the Foundation Kazimierz Pułaski, a number of recommendations for the identified barriers of the national industry development were included. One of the recommendations is the preparation of a long -term strategy that will combine issues of modernization of the armed forces, strengthening the resistance of the state and economic goals, as well as the strategy of the development of the Polish defense industry – both state and private. One of the components of such a strategy – according to the authors of the report – could be the establishment of a defense innovation agency, which will focus on coordination of projects and their financing. Such solutions exist and work, among others in South Korea and the United States.
The current geopolitical realities make it crucial to create conditions in Poland for long -term development of industrial and technological potential to first meet the needs of the armed forces and other projects of strategic importance for state security. 42 percent respondents from the enterprise sector indicated that the establishment of the ability to relax and produce advanced weapons systems in Poland will take at least seven years. In the long run, national industry should be one of the foundations of an innovative economy. Experts estimate that without state support this will not be possible due to the much lower level of investment in research and development in Poland (1.56 percent of GDP vs. 3 percent for EU leaders). Investments in modern technologies are also a separate issue, which, firstly, will respond to demographic challenges facing industry, and secondly, will enable effective competing with foreign concerns. According to the authors of the report, today the national defense and security sector does not fully use the potential of modern technologies.
– There is certainly no good coordination, system support in international promotion for the Polish defense industry. While inside the country, due to the political or economic strength of Polish champions, it can be said that these companies are doing, the state's support is needed outside the country, and unfortunately these companies are very often visible there – indicates Zbigniew Pisarski.
