Ukraine Eases State Property Leasing for Data Centers Amid Russian Attacks

The Ukrainian government has announced that data centers and communication operators can now lease state-owned properties, where the government’s stake exceeds 50%, without the need for electronic auctions. This measure aims to facilitate the establishment of digital and telecommunication infrastructure.
According to Prime Minister Denys Shmyhal, this simplified mechanism will remain in effect throughout the martial law period and for six months following its conclusion.
“This decision is intended to help businesses quickly relocate and deploy IT infrastructure in response to Russian strikes,” Shmyhal stated.
Context
- In September, Russia launched a campaign targeting Ukrainian data centers, affecting media outlets and broadcasters. Ukrainian President Volodymyr Zelensky vowed to respond to these attacks. As of the morning of October 9, drones had struck two data centers belonging to the Russian company Yandex, out of a total of five.
