Ukrainian official Oleksiy Halushchenko is under investigation for failing to declare assets totaling over 55.5 million UAH, including an apartment in Geneva rented for approximately $9,000 per month. According to reports, the property is situated on the prestigious Quai Gustave-Ador, near the historic La Grange Park.
The apartment, constructed in the early 20th century, is listed as part of Geneva’s architectural heritage. In 2025, the rent for the unit amounted to over 85,000 Swiss francs, equating to about 4.5 million UAH.
The National Agency for the Prevention of Corruption (NACP) discovered this rental during a review of Halushchenko’s declarations, particularly between early 2025 and November 19, the day he was dismissed as the Minister of Justice.
Halushchenko did not disclose the Geneva apartment, which was reportedly used by his children and ex-wife. His ex-wife, Bogdanova, informed the NACP that she lived in the apartment with their children in 2025 based on a rental agreement, though she did not provide copies of the contract.
During the investigation, Halushchenko claimed he divorced in 2022 and was unaware of the apartment’s rental arrangement. He stated he only learned about the alleged use of the property by his family members in 2026 through criminal investigation materials.
Investigative journalists also found Google Maps reviews from Bogdanova dating back to 2023 and 2024, suggesting that the family may have frequented or resided in the area prior to 2025.
Based on the 2025 rental costs, it is estimated that living expenses from 2023 to 2026 could total around 20 million UAH. Furthermore, Halushchenko’s son Maxim has been attending one of Switzerland’s most expensive private colleges, College Alpin Beau Soleil, since 2022, with annual tuition and living expenses amounting to roughly $200,000, totaling nearly $700,000 over the course of his education.
Located about 2.5 kilometers from the apartment, Bogdanova registered an architectural firm called B.A.G. Sarl (Bogdanova Architectural Group) in Geneva in February 2023, which focuses on architecture, interior design, furniture and art trade, event organization, and consulting.
Context
- On November 10, 2025, the National Anti-Corruption Bureau of Ukraine (NABU) announced Operation Midas to expose a high-level criminal organization involved in extorting the state nuclear company Energoatom, which reportedly includes four ministers from various Ukrainian governments, including Halushchenko.
- Following the corruption scandal, the Ukrainian Parliament dismissed Halushchenko from his role at the Ministry of Energy, along with Minister of Energy Svitlana Hrynchuk.
- Halushchenko was detained on the night of February 15, 2026, while attempting to flee to Poland. The following day, he was informed of suspicions regarding money laundering and participation in a criminal organization.
- On February 17, the High Anti-Corruption Court (HACC) placed Halushchenko under arrest for 60 days with the option of posting a bail of 200 million UAH.
- On June 12, HACC extended his detention while reducing the bail amount to 150 million UAH, as reported by the Anti-Corruption Action Center.
