This marked the first occasion where Ratcliffe took part in diplomatic efforts aimed at breaking the deadlock in Ukraine-Russia relations.
Sources indicate that Ratcliffe’s visit was partly focused on assessing whether leaders of Russian intelligence agencies could aid in persuading Putin to resume negotiations mediated by the United States. Ratcliffe concluded that Alexander Bortnikov, head of Russia’s FSB, is a constructive player who might be able to assist in restoring diplomatic initiatives.
